Nghe An: Reviewing information errors for 60,778 health insurance participants
((Baonghean.vn) - Voters in Vinh City reported that because some information on the ID card does not match the health insurance card, some cases when going to see a doctor or get medical treatment are not covered by health insurance. We request that the Social Insurance and the Health sector provide specific instructions and create conditions to correct incorrect information to ensure the rights of the people.
The relevant authorities responded to this issue as follows:
Nghe An Provincial Social Insurance has issued health insurance cards to participants in accordance with the provisions of the Health Insurance Law and legal documents and instructions of Vietnam Social Insurance on the implementation of the Health Insurance Law; information recorded on the health insurance card is based on the records of the agency, unit directly managing or the individual health insurance participant provided.
However, due to the fact that the records of the agencies and units directly managing health insurance participants do not provide complete information, or the information does not match the identification documents, some health insurance cards have incorrect information as voters have reported.

To solve this problem, Nghe An Provincial Social Insurance has implemented the following solutions:
- For health insurance participants who are pensioners and social insurance beneficiaries:
Pensioners, especially those who retired before 1995, some records only have the year of birth, no date of birth, or have the date of birth but do not match the date of birth on their identification documents (ID card, etc.). To handle this problem, to facilitate pensioners in health examination and treatment under health insurance, the provincial Social Insurance has printed health insurance cards, for the information on date of birth, only the year of birth is printed, and has agreed with medical examination and treatment facilities to accept health insurance for people whose health insurance cards only have the year of birth.
At the same time, the provincial Social Insurance has actively promoted and guided health insurance participants to change and reissue health insurance cards in cases where the date and month of birth or year of birth on the health insurance card does not match the date and month of birth on the identification documents as prescribed in Official Dispatch No. 2714/LĐTBXH-BHXH dated July 25, 2013 of the Ministry of Labor - Invalids and Social Affairs and Official Dispatch No. 3228/BHXH-CSXH dated September 4, 2014 of Vietnam Social Insurance on instructions for adjusting personal information in monthly social insurance benefit records.

The dossier and procedures include: Application for adjustment of personal information in the monthly social insurance benefit dossier, birth certificate (original, declaration, extract) issued by the competent authority in accordance with the provisions of law on registration and management of civil status; the processing time is no more than 20 working days from the date of receipt of complete dossier as prescribed; pension beneficiaries can submit the request for settlement at the social insurance agency where the beneficiary resides or at the payment agents in the commune or ward of the Post Office.
- For people participating in health insurance paid by the state budget or supported by the state budget (sponsored, poor people, people with revolutionary contributions...):
The information printed on the health insurance card is taken from the list of requests for health insurance cards made by the People's Committees of communes, wards and towns (hereinafter referred to as the People's Committees of communes). However, when making the list of requests for health insurance cards, the People's Committees of communes have not really paid attention to and accurately compared the information on the participants' identification documents.
To resolve this problem, on May 5, 2017, Nghe An Provincial Social Insurance issued Official Dispatch No. 680/BHXH-CST to the Chairmen of District People's Committees requesting the People's Committees of communes to compare and provide accurate information on date of birth to reprint and issue health insurance cards to participants.
Up to now, accurate information has been reviewed and provided to 60,778/109,934 health insurance participants in the whole province.
