However, due to the epidemic conditions, the implementation of this year's exam in Nghe An province has many difficulties because many areas in the area are implementing social distancing according to Directive 16 or must be quarantined because there are people with Covid-19; some supervisors are F2 subjects, there are 2 exam sites at Quynh Luu 3 High School and Quy Hop 2 High School near the area that is having to be quarantined, zoned and may have totransfer to a backup testing site. Currently, the Department will continue to review and soon make a decision so that the exam preparation at the backup testing site can proceed smoothly.
Faced with this reality, in his opening speech at the conference, Director of the Department of Education and Training Thai Van Thanh requested all exam supervisors and those on duty toThoroughly grasp the spirit and be ready to perform the task. Especially in the context of epidemic prevention, it is necessary to demonstrate a sense of responsibility towards the whole society and a sense of dedication and devotion to the candidates, creating the most favorable conditions for all candidates to participate in the exam, avoiding the situation of being afraid of difficulties and hardships.

The head of the Department of Education and Training also said that this year, although there are many special candidates among the candidates due to the impact of the epidemic. However, in this year's exam, the general spirit is that the province will organize the exam for all F2 students in the same round 1 and will testCovid-19before July 5. During the exam, F2 candidates will be kept at a safe distance according to regulations. In addition, the Education Union's Covid-19 Prevention Fund will continue to support candidates in difficult circumstances.
As for candidates who live far away and have to take the exam in areas that are implementing social distancing according to Directive 16 (such as candidates from outside the city taking the exam at Phan Boi Chau High School for the Gifted), the Department will also support candidates in Covid-19 testing. As for students from other provinces studying at Vinh University High School for the Gifted, the Department Director also requested that the school's board of directors grasp the situation to create conditions for candidates to take the exam.
Nghe An Education Department has also consulted with the province to create favorable conditions for candidates who have tested for Covid-19 to easily pass through epidemic prevention safety checkpoints.

Currently, 230 officials from 3 universities mobilized by the Ministry of Education and Training to work as exam inspectors in Nghe An will also be tested for safety before performing their duties. The Nghe An Department of Education and Training has also prepared contingency plans to prevent unusual situations from occurring. This year, to ensure epidemic safety, all teachers in the F2 category will not work as exam invigilators. Nghe An has also mobilized 1,180 reserve officials and 21 reserve exam sites for the exam sites.
Do not be subjective in the process of performing tasks
Also at the meeting, Colonel Nguyen Duc Hai - Deputy Director of the Provincial Police - Deputy Head of the Provincial Steering Committee for the Examination disseminated the issue of safety and security at the examination sites. Currently, due to the impact of the epidemic, although the mobilization of forces is very difficult, the Public Security sector has developed a plan to ensure safety and increase the deployment of sufficient forces according to the necessary number. The representative of the Provincial Police also said that the implementation of the examination in the condition that all candidates wear masks also raises many issues regarding safety, security and information transmission to the outside. Therefore, during the performance of their duties, the examination officers need to pay attention and care. When a situation arises, it must be handled calmly and neatly to avoid causing panic.
During the exam, parents should not gather in large numbers at the exam sites. The flow and guidance for entry and exit at the checkpoints will be facilitated after the rapid test papers for Covid-19 testing are available. However, for the process to go smoothly, the Education sector must proactively coordinate with other sectors to have specific documents and directly disseminate to each checkpoint for timely understanding and smooth implementation.

In order to respond to the epidemic, Deputy Director of the Department of Health Nguyen Huu Le also disseminated information on ensuring epidemic prevention and safety at examination sites.
Currently, according to the report, the whole province has 109 cases of Covid-19, of which the hot spot is Vinh city. Although the source of infection has been basically controlled, tracing and zoning for testing still have many difficulties and there is a high risk of spreading to other areas. In that context, ensuring safety must be given special attention, first of all, it is necessary to conduct rapid Covid-19 tests for F2 candidates, candidates from isolated areas, and also supervisors, officers and employees on duty at some special examination sites.
The health sector will also support disadvantaged localities if they do not have enough forces to carry out the task. If any locality fails to test the subjects that need to be tested or the implementation is ineffective, the head of the local health agency must take responsibility.
