Nghe An reorganizes and streamlines the Vietnam Fatherland Front, socio-political organizations and mass organizations.
Five advisory bodies of the Provincial Federation of Labor, Provincial Farmers' Association, Provincial Women's Union, Provincial Veterans' Association, and Provincial Ho Chi Minh Communist Youth Union will be arranged to become specialized departments under the Provincial Fatherland Front Committee.
On the morning of June 10, comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee chaired the regular meeting of May 2025 of the Provincial Party Committee Standing Committee.
Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Tran Duc Thien - Deputy Head of Department III of the Central Inspection Commission; with members of the Provincial Party Standing Committee and leaders of a number of departments, branches and sectors.

The Provincial Party Standing Committee listened to and gave opinions on the draft project to arrange and streamline the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State at the provincial and communal levels.
According to the draft, 4 specialized committees will be arranged in the current agency of the Vietnam Fatherland Front Committee of the province and receive the tasks of organization, inspection, emulation - reward, propaganda, general synthesis, finance, documents - archives, supervision and social criticism, people's foreign affairs of socio-political organizations, mass organizations assigned by the Party and State in the province.

Arrange 5 advisory and support departments of the Provincial Labor Federation and 4 Industry Trade Unions down to 1 or 2 focal points. Transfer common and similar tasks to the office and general advisory and support departments of the Vietnam Fatherland Front of the province.
End the activities of 4 industry trade unions, do not establish trade union organizations in administrative agencies and public service units receiving 100% of salary from the state budget. Transfer the Labor Culture House to be directly under the Provincial Vietnam Fatherland Front Committee.

Arrange 4 advisory and support committees of the Provincial Farmers' Association to establish a focal point, the Farmers' Work Committee. Transfer common and similar tasks to the office and general advisory and support committees of the Provincial Vietnam Fatherland Front.
Transfer the Center for Farmer Support and Vocational Education under the Provincial Vietnam Fatherland Front Committee, then combine with some functions and tasks of the Center for Youth Development Support to establish a Community Support Center under the Provincial Vietnam Fatherland Front Committee.

Arrange 4 advisory and support committees of the Provincial Women's Union to establish a focal point, the Women's Working Committee. Transfer common and similar tasks to the office and advisory and support committees of the Provincial Vietnam Fatherland Front.
Tasks of a specific professional nature are performed by the Special Advisory Board. Carry out dissolution procedures for the Vocational Training Center - Employment Promotion of the Provincial Women's Union according to regulations.

Arrange 5 advisory and support committees of the Ho Chi Minh Communist Youth Union of the province to establish a focal point, the Youth and Children's Work Committee. Transfer common and similar tasks to the office and general advisory and support committees of the Vietnam Fatherland Front of the province.
For public service units, transfer the Truong Bon Historical Relic Management Board to the Provincial Vietnam Fatherland Front Committee or to the Department of Culture, Sports and Tourism for management.

Transfer the functions and tasks of the Youth Development Support Center under the Provincial Youth Union to the Youth Culture and Sports Center under the Provincial Vietnam Fatherland Front Committee and transfer part of the tasks to the Community Support Center.
Transfer the Provincial Youth Volunteer Force Command; Nghe An Youth Volunteer Force 2-XDKT Team; Nghe An Youth Volunteer Force 3-XDKT Team; Nghe An Youth Volunteer Force 5; Nghe An Youth Volunteer Force 8; Nghe An Youth Volunteer Force 9; Nghe An Youth Volunteer Force 10 under Nghe An Provincial Youth Union to the Department of Agriculture and Environment for management to dissolve and reorganize according to regulations.

Arrange 3 advisory and support committees of the Provincial Veterans Association to establish a focal point, the Veterans Affairs Committee. Transfer common and similar tasks to the office and general advisory and support committees of the Provincial Vietnam Fatherland Front.
For mass organizations assigned by the Party and the State, based on the nature, objects, activities, functions, tasks and development requirements in the coming time, establish a specialized unit with the task of monitoring, guiding and advising the mass organizations to the Standing Committee of the Provincial Vietnam Fatherland Front Committee to lead, direct and promote the role and strengths of mass organizations assigned by the Party and the State in the new situation.

On the basis of reviewing and arranging 18 mass associations assigned tasks by the Party and State, those with similar functions, tasks, and relatively similar nature of activities and objects will be merged.
Phase 1, arrange the mass associations under the direct control of the Provincial Vietnam Fatherland Front Committee. Phase 2, consider merging similar associations together. Based on the principles, purposes, functions, tasks, scope of influence, and operating objects, propose to add new associations that meet the prescribed conditions.

At the district level, the tasks of the Fatherland Front and socio-political organizations will be transferred to the commune level for implementation. The arrangement of staffing and personnel will be carried out by competent authorities according to general regulations.
For commune and ward levels, establish a staff agency to assist the Committee and the Standing Committee of the Vietnam Fatherland Front Committee at the commune level. Along with positions receiving salaries from the state budget, the number of salaried staff is from 8 to 10 people.

The Vietnam Fatherland Front and commune-level socio-political organizations organize Congresses every five years; the Vietnam Fatherland Front Congress consults to elect the Committee and Standing Committee; socio-political organizations at the consultative level elect or elect the Executive Committee and Standing Committee.
At the meeting, the members of the Provincial Party Standing Committee focused on giving opinions on the content of the organizational model and apparatus of the Provincial and Commune-level Vietnam Fatherland Front Committees after the reorganization, especially the establishment of advisory and support units for the Provincial Vietnam Fatherland Front Committee.

Concluding this content, Provincial Party Secretary Nguyen Duc Trung assessed that the draft project closely followed the direction of the Central Committee, the conclusion of the Politburo, the guidance of the Central Organizing Committee, the guidance of the Standing Committee of the Vietnam Fatherland Front Committee, and the Provincial Party Committee's Organizing Committee to implement and meet the contents.
Based on the opinions of the comrades in the Provincial Party Committee Standing Committee, the Provincial Party Committee Secretary requested the drafting agency to consider, carefully study and perfect the organizational model and apparatus of the Vietnam Fatherland Front Committee of the province and commune level after the arrangement, ensuring suitability and effectiveness; at the same time, continue to review and update the Central's directives and guidelines to perfect the draft project.
