Nghe An will issue clean water consumption prices in rural areas.
(Baonghean.vn) - In Nghe An province, there are 512 rural water supply works concentrated in 17 districts.
Of these, only 105 projects were assessed as operating effectively, 171 projects were operating averagely, 105 projects were operating inefficiently, and 131 projects were discontinued.
Rural domestic water supply works are invested in whole or in part from the state budget, with a total design capacity of 282,104m3/ day and night and the actual capacity is 95,551m3/ day and night; providing for more than 490,730 people in Nghe An province.

Specifically: 457 self-flowing water supply works, the main water source uses surface water from streams, supplying water to each village or many villages with a flow rate of 100 to 200m3/day and night, water is mainly treated by a sedimentation system with sand and gravel layers, no chemical treatment is performed, water is led to public tanks to supply water to residential areas and mainly concentrated in mountainous districts such as Ky Son, Tuong Duong, Que Phong, Con Cuong, Quy Chau...
Due to the simple technological and technical chain, the current self-flowing water supply model does not ensure sustainable and stable water supply in terms of both quantity and quality.
Water used is in accordance with QC 02:2009/BYT, 01:2009/BYT standards, mainly according to hygienic water standards in Decision No. 2570/QD-BNN-TL dated October 22, 2012 of the Ministry of Agriculture and Rural Development, satisfying the following conditions: clear, colorless, odorless, tasteless.

Currently, most of the self-flowing water supply works are usually assigned to the communes for management; of which only 5 works are collecting money, 452 works are mainly self-managed by the community and people do not have to pay for water.
According to survey data, the number of damaged and inactive works accounts for a large proportion due to many reasons such as limited awareness of preservation, many works have a long life span (invested before 2000), investment quality is not guaranteed while the terrain is complex; besides, people arbitrarily use water resources wastefully, do not have the awareness to contribute funds to use water but rely on state investment, so many works have not been maintained in a timely manner.

For water supply works with driving pumps and network connections, the price of clean water in rural areas is mainly the price agreed between people and localities based on the price framework in the Decision on clean water prices in Nghe An province.
However, through reports from districts and cities, it shows that in some localities, the price of water to users is relatively high due to ineffective management of water supply works, and relatively large loss of water resources.
Mr. Tran Viet Dung - Deputy Director of the Department of Finance said: In order for the price of clean water consumption in rural areas to ensure the principles of correct and sufficient calculation according to current regulations; ensure the cost of operation, maintenance and sustainable maintenance of works, suitable for people's ability to pay and fulfill obligations according to current regulations in the context of limited budget, the issuance of a Decision regulating the price of clean water consumption in rural areas is extremely necessary.
