(Baonghean.vn) - The Standing Committee of Nghe An Provincial Party Committee has approved the policy of developing and promulgating Regulations on assessing the quality of Party cell activities in the coming time.
The content of the Regulation will focus on 3 chapters and 6 articles including general regulations, principles of quality assessment; content, assessment methods, use of assessment results; and implementation organization.

After the Provincial Party Committee Standing Committee agreed on the policy, the Provincial Party Committee's Organizing Committee is conducting a survey and drafting the assessment regulations; sending the draft to the district, city, town Party Committees, and affiliated Party Committees, requesting them to direct the grassroots Party Committees and grassroots Party cells to organize direct consultations with the Party cell secretaries and Party cell committees.
Currently, because there are no regulations on assessing the quality of Party cell activities, when evaluating and classifying annually, superiors only base their assessment on the leadership and direction of the Party cell in implementing the political tasks of the locality and unit; they have not paid attention to the criteria for assessing the quality of Party cell activities, so the evaluation and classification are not close to reality and not comprehensive; they have not fully assessed the capacity and executive ability of the Party cell secretary, the role of the Party cell committee member and the awareness and responsibility of the Party members.
At the same time, there is no basis for the superior Party Committee members or the assigned cadres to evaluate and comment on the quality of the Party cell activities when participating in the activities. Therefore, the promulgation of Regulations on the evaluation of the quality of Party cell activities is extremely necessary.
Conclusion No. 18 - KL/TW of the Central Party Secretariat on continuing to promote the implementation of Directive No. 10-CT/TW of the 10th Party Central Committee Secretariat on improving the quality of Party cell activities in the new situation also clearly states: Party committees at all levels... issue criteria to assess the quality of Party cell activities.
Instruction No. 12 -HD/BTCTW of the Central Organizing Committee “some issues on improving the quality of Party cell activities” requires “provincial Party Committees, city Party Committees, and Party Committees directly under the Central Committee to issue specific criteria to assess the quality of activities for each type of Party cell according to levels (good, fair, average, poor)…”
