Nghe An will issue regulations on prices for SARS-CoV-2 testing services

Issuing prices for SARS-CoV-2 testing services

Commenting on the content of the draft Resolution regulating the assessment of SARS-CoV-2 testing services not covered by the Health Insurance Fund in State medical examination and treatment facilities in Nghe An province, delegates emphasized the necessity and appropriateness of issuing it at the present stage to publicize and make transparent the price of SARS-CoV-2 testing services so that medical facilities have a basis for implementation, while stabilizing public opinion among the people and doing a good job of disease prevention and control.

Given that the fee level prescribed in the Resolution is based on the Circular of the Ministry of Health, based on the guiding regulations for promulgation, the delegates suggested that the Department of Health clarify further the implementation provisions.

Delegates expressed concerns about the structure of the Resolution; the regulation on pooling samples if a positive sample is detected; whether the price level prescribed in the Resolution can be applied at private medical facilities; the price of testing reagents; the need to study support policies for people in difficult circumstances; and the need to strengthen the inspection and examination of testing activities and supervision of the Provincial People's Council.

Concluding this content, Head of the Culture - Social Committee of the Provincial People's Council Chu Duc Thai highly appreciated the proactive implementation of the Resolution development of the Department of Health and the Provincial People's Committee. The content of the draft Resolution was prepared promptly and thoughtfully; the proposed price ensures similarity between subjects participating in health insurance and subjects not participating in health insurance.

The Head of the Culture - Social Committee, the Provincial People's Council requested the Department of Health to accept the most appropriate amendments and submit them to the Provincial People's Council in accordance with regulations; at the same time, strengthen the inspection and examination of this work; and disseminate information to provide full information to the people.

Specific price: Rapid SARS-CoV-2 Ag test not exceeding 109,700 VND/test

SARS-CoV-2 testing using automatic or semi-automatic immunoassay machines does not exceed VND 186,600/test.

SARS-CoV-2 testing using Realtime RT-PCR technique does not exceed VND 518,400/test.

Tuition support for students

Regarding the draft Resolution regulating the mechanism for tuition support for preschool and high school students in the first semester of the 2021-2022 school year in Nghe An province, the delegates said that the issuance of the resolution is a demonstration of humanity to share and support parents and students with tuition fees for preschool and high school students during the difficult period due to the Covid-19 pandemic.

Accordingly, the draft Resolution proposes a support period of 4 months of actual study in the 2021-2022 school year, with an expected support amount of VND 40,569 billion from the State budget.

Concluding this content, the Head of the Culture - Social Committee of the Provincial People's Council agreed to submit to the Provincial People's Council for approval a Resolution regulating the mechanism for tuition support for preschool and primary school students in the first semester of the 2021-2022 school year in Nghe An province.

Through the delegates' comments, the Head of the Culture - Social Committee of the Provincial People's Council requested the drafting agency, the Department of Education and Training, to absorb and complete the draft content to submit to the Provincial People's Council for approval.

At the review session, the Culture - Social Affairs Committee of the Provincial People's Council approved the report on resolving voters' opinions and recommendations at the 2nd session of the 18th Provincial People's Council and the report on the implementation of Resolution No. 32/NQ-HDND dated August 13, 2021, on resolving voters' recommendations at the 17th session of the 17th Provincial People's Council.
