Nghe An will issue regulations on tuition fees applicable from the 2023-2024 school year.
(Baonghean.vn) - The tuition fee for direct learning for public preschool and general education institutions that are not self-sufficient in regular expenses from the 2023-2024 school year is proposed to be kept stable at the tuition fee level of the 2021-2022 school year issued by the Provincial People's Council for local application.

Specifically, the monthly tuition fee per student for wards in Vinh city for preschool is 280,000 VND; for middle school, high school and supplementary high school is 130,000 VND.
As for communes in Vinh city, wards in towns, and townships in plain districts, the tuition fee for preschool is 200,000 VND; for junior high school is 90,000 VND; for high school and supplementary high school is 120,000 VND/month/student.
In communes in towns; communes in plain districts (except mountainous communes); towns in lowland districts, for preschool level it is 100,000 VND; for junior high school it is 60,000 VND; for high school and supplementary high school it is 90,000 VND/month/student.
In mountainous communes in plain districts; communes and towns in highland districts; communes in lowland districts; areas with especially difficult socio-economic conditions according to regulations of competent authorities, for preschool level it is 45,000 VND; for junior high school it is 35,000 VND; for high school and supplementary high school it is 45,000 VND/month/student.
The proposed online tuition fee for public preschool and general education institutions from the 2023-2024 school year is 80% of the in-person tuition fee.
Regarding the level of support for direct tuition payment for private primary school students who are eligible for tuition exemption and reduction policies according to regulations from the 2023-2024 school year, the specific proposal is as follows:
In wards of Vinh city, it is 280,000 VND/month/student; in communes of Vinh city, wards of towns, and townships of plain districts, it is 200,000 VND/month/student.
In communes in towns; communes in plain districts (except mountainous communes); towns in lowland districts: 100,000 VND/month/student.
In mountainous communes in plain districts; communes and towns in high mountainous districts; communes in low mountainous districts; areas with especially difficult socio-economic conditions according to regulations of competent authorities is 45,000 VND/month/student.
The level of support for online tuition fees for private primary school students who are eligible for tuition exemption and reduction policies according to regulations from the 2023-2024 school year is equal to 80% of the direct tuition fees prescribed above.
Currently, this content is being widely consulted by the People's Committee of Nghe An province before finalizing and submitting to the Provincial People's Council for consideration and promulgation of the Resolution "Regulations on tuition fees in public educational institutions; tuition support levels for private primary school students who are eligible for tuition exemption and reduction policies according to regulations under the management of Nghe An province from the 2023-2024 school year", expected in the second quarter of 2024 to start applying from the 2023-2024 school year.
The issuance of the above policy aims to create a legal basis for public preschool and general education institutions that are not self-sufficient in regular expenditure to apply and implement; to improve the effectiveness of State management in education.
At the same time, public preschool and general education institutions have not yet ensured regular expenditures to maintain stable tuition fees from the 2023-2024 school year at the same level as the 2021-2022 school year.
Previously, entering the 2023-2024 school year, the Provincial People's Committee directed the Nghe An Department of Education and Training, while waiting for the Government to issue legal documents regulating tuition fees, public preschool and general education institutions, to guide public preschool and general education institutions that have not yet ensured regular expenditures in the province to temporarily collect and exempt tuition fees at the 2021-2022 school year tuition fee level issued by the Provincial People's Council to apply locally.
On December 31, 2023, the Government issued Decree No. 97/2023/ND-CP amending and supplementing a number of articles of Decree No. 81/2021/ND-CP dated August 27, 2021, regulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs, and service prices in the field of education and training.
In which, the Government stipulates: For educational institutions that have not yet self-financed regular expenses, tuition fees from the 2023-2024 school year must be kept stable at the same level as the 2021-2022 school year tuition fees issued by the Provincial People's Council for local application.
