(Baonghean.vn) - Clearly identify investment capital sources and investment priorities to both solve immediate problems and ensure long-term sustainability with the most important goal of well controlling the environment in the province under current development conditions and in the future.

Those were the requirements set forth at the meeting of the Provincial People's Committee to listen to and give opinions on the project to improve the capacity of the Provincial Center for Natural Resources and Environment Monitoring on the morning of March 15.

The development process puts great pressure on the environment. In order to accurately assess the current status, changes in environmental quality as well as negative impacts on the environment; thereby proactively proposing appropriate measures, solutions and policies, ensuring good environmental quality, it is necessary to invest in and build a synchronous monitoring system; and improve the operational capacity of the Provincial Center for Natural Resources and Environment Monitoring.

Based on practical requirements and the implementation of the provisions of the Law on Environmental Protection 2014, the Department of Natural Resources and Environment has developed a project "Improving the capacity of the Provincial Center for Natural Resources and Environment Monitoring" to submit to the Provincial People's Committee.

Based on the project developed by the Department of Natural Resources and Environment, at the meeting, representatives of leaders of a number of departments and branches gave their opinions and basically agreed with the draft.

The core content of the project is to invest in installing 8 automatic monitoring data connection and control systems, including 2 surface water monitoring stations, 2 air monitoring stations, 3 underground water monitoring stations, 1 automatic coastal seawater monitoring station in Cua Lo town (currently the whole country has only 1 seawater monitoring station in Quang Ninh province).

In addition, the laboratory of the Provincial Center for Natural Resources and Environment Monitoring will be upgraded, with sufficient equipment for analyzing toxic gases, dust, metals, and water environment; additional means and equipment for sampling and field measurement; training and capacity building for qualified staff to receive and use new equipment and techniques; and building a database system on environmental monitoring in the province.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Dinh Viet Hong emphasized that the project will create a central monitoring system of the province connecting to automatic monitoring stations, production facilities installing monitoring stations and connecting to the Ministry of Natural Resources and Environment to monitor and supervise environmental quality in the province.

This is an important project, so the Department of Natural Resources and Environment is required to research, select, and prioritize investment in a number of urgent contents and items to meet the requirements of environmental management in the province. In the immediate future, focus on investing in equipment and techniques for the laboratory of the Provincial Environmental Monitoring Center; taking samples, measuring the field; and installing automatic water environmental monitoring stations.
