Nghe An: Competition points will be added to district-level People's Committee chairmen who actively receive people

(Baonghean.vn) - In response to the fact that public service inspectors discovered that in some localities, district-level People's Committee chairmen have not received citizens in 2 years, the Provincial Inspectorate said it will include the criteria for directly receiving citizens and resolving petitions in the emulation scorecard.

This is the content announced by Chief Inspector of the Province Vi Van Suu at the Conference of the Steering Committee for implementing grassroots democracy regulations on the morning of January 23.

According to Mr. Suu, in 2017, the number of petitions in Nghe An was high, the number of people coming to the headquarters of agencies increased, but the number of cases in the area decreased. According to statistics, in the year, the whole province had 8,378 petitions, but only 334 cases. Of which, 66% of petitions were about land issues, the rest were about other areas.

Up to this point, the province has resolved 96.4% of cases, with only 11 pending cases in the process.

Mr. Vi Van Suu said that last year's petitions mainly revolved around the issue of land clearance for National Highway 1A, but this issue is no longer hot, the Provincial People's Committee is actively looking for resources to resolve it.

The Chief Inspector of Nghe An province also informed that recently, this agency has reminded local inspectors to review and grasp the directives of the Central and the province on handling petitions, complaints and denunciations.

"When the facility announces that it has fulfilled its responsibilities and the contents of the complaint and denunciation inspection teams and the province has to redo them, we will consider the facility's responsibility," Mr. Suu affirmed.

In addition, the head of the Provincial Inspectorate also said that in the coming time, public service inspection will be strengthened, maintaining and promoting Nghe An's highest position nationwide in this field.

“We have created a scorecard, requiring the local authorities to inspect public services at least 30% of administrative units, to see how they perform, whether the process and procedures are correct, and whether they have exceeded their authority. When this is done, there will certainly be fewer petitions “running back” to the province,” the provincial Inspector emphasized.

Mr. Vi Van Suu also noted that, in parallel with enhancing the responsibility of public inspection, it is necessary to emphasize the role of local People's Committee Chairmen in receiving people and resolving complaints and denunciations: "While many localities are very active in receiving people, there are still some places where, through public inspection, it was discovered that district People's Committee Chairmen have not received people at all in 2 years."

Therefore, the Provincial Inspectorate agreed to propose opening "bonus points", accordingly, if the Chairman of the District People's Committee personally participates in receiving people, he/she will be awarded competition points.

Mr. Suu analyzed that it is both a competition and a responsibility, because certainly if the chairman directly participates in the work of receiving people, many reflections and recommendations will be immediately resolved, contributing to reducing the number of complaints and denunciations.
