Nghe An: Will evaluate the capacity of departments and district levels according to 8 DDCI indicators
(Baonghean) - Nghe An has just issued the Project "Assessing the competitiveness of local authorities and departments, branches and sectors of Nghe An province - DDCI" to carry out emulation to assess the management capacity of departments, branches and sectors and districts.
DDCI (abbreviation for Department and District Competitiveness Index) is a set of indicators to assess the management capacity of departments, branches, sectors and localities in the province. The DDCI survey is based on the survey of the satisfaction level of investors, enterprises, individual business households, and cooperatives that are investing, producing and doing business in the province to study solutions to improve the annual provincial competitiveness index, and at the same time propose solutions to rectify and overcome the limitations and shortcomings of the surveyed areas.
Investors, organizations and individuals participating in the DDCI survey demonstrate their role in monitoring the government system regarding the attitude and quality of public administrative services of localities.

After studying the indicators of the PCI Index, reviewing the DCI/DDCI assessment models of the provinces, through the results of the pilot survey and coordinating with the VCCI Nghe An branch, the research team proposed that the DDCI Index of Nghe An province will include 8 component indicators for departments, branches, sectors and local authorities including:
(1) Transparency and access to information.
(2) Dynamism of departments, branches, sectors and local authorities.
(3) Time cost.
(4) Informal costs.
(5) Fair competition.
(6) Business support.
(7) Legal institutions.
(8) The role of the leader.
Mr. Tran Quoc Thanh - Director of the Department of Science and Technology, the unit assigned to develop the Project, said: It is known that currently the provinces: Quang Ninh, Thua Thien Hue, Bac Ninh, Lang Son, Vinh Phuc, Gia Lai, Phu Yen, Cao Bang... are the provinces that have the DDCI Index. Therefore, the issuance of the project in Nghe An is extremely necessary.
The DDCI assessment is expected to be implemented in 2020.
