(Baonghean.vn) - The Provincial People's Committee has drafted resolutions on staffing and approved the number of employees in state administrative agencies and public service units at the provincial and district levels in 2024, reducing the number of employees by 1,100 and increasing the number of cadres, civil servants, and non-professional workers at the commune level by 670.
Reduce 1,100 positions at provincial and district level agencies
Continuing to implement the policy of streamlining the payroll and restructuring the staff, civil servants, and public employees, and based on the functions, tasks, positions, and jobs of each agency and unit in the political system; the Provincial People's Committee has developed a plan, submission, and draft resolution on assigning civil servant payrolls in state administrative agencies and organizations of Nghe An province in 2024 to submit to the Provincial People's Council for consideration and approval at the 17th session, term 2021 - 2026, scheduled to open on the afternoon of December 5, 2023.
According to the draft resolution, the total number of positions assigned to state administrative agencies and organizations at the provincial and district levels in 2024 is 3,259; a reduction of 33 positions compared to 2023. Specifically, there are 27 positions reduced from the proposal of 21 provincial and district agencies; 11 positions reduced according to the direction of the Provincial Party Committee at 9 agencies.
There are 4 additional civil servant positions compared to 2023 for 4 agencies, 1 position for each agency, including the Department of Justice, Department of Tourism, Department of Planning and Investment, Office of the National Assembly Delegation and Provincial People's Council.
Regarding the draft resolution approving the total number of employees and contract workers receiving salaries from the budget in public service units and Association organizations in 2024, which was developed by the Provincial People's Committee and submitted to the Provincial People's Council for consideration, it is 55,861 people, a decrease of 1,067 people compared to 2023.
Of which, the number of people working in provincial-level public service units and Association organizations is 13,558 people, a decrease of 446 people; in district-level public service units is 42,139 people, a decrease of 363 people; the number of reserve workers in 2024 is 173 people, a decrease of 258 people compared to 2023.
The total number of contract workers receiving salaries from the district-level budget in educational public service units of group 4 according to Decree No. 111, dated December 30, 2022 of the Government in 2024 is 35 people.
Thus, in the draft resolution on assigning civil servant positions in state administrative agencies and organizations of Nghe An province in 2024 and the draft resolution approving the total number of employees and contract workers receiving salaries from the budget in public service units and Association organizations in 2024, the whole province will reduce a total of 1,100 people.
Increase at commune level by 670 people
Regarding the number of cadres, civil servants and part-time workers at the commune level in Nghe An province in 2024, the Provincial People's Committee also drafted a resolution to submit to the Provincial People's Council at the 17th session.
According to the draft, the total number of cadres, civil servants, and part-time workers at the commune level assigned in 2024 in the whole province compared to 2023 will increase by 670 people.
Specifically, the number of commune-level cadres and civil servants assigned in 2024 is 9,815 people, an increase of 335 people compared to 2023; the number of non-professional commune-level workers assigned in 2024 is 6,103 people, an increase of 335 people compared to the number assigned in 2023.
The increase in the number of cadres, civil servants, and non-professional workers at the commune level in 2024 is due to the implementation of Decree No. 33 of the Government (effective from August 1, 2023, replacing Decree No. 34 of the Government).
Specifically, for every commune-level administrative unit that increases by half the prescribed population size, it will be allowed to add 1 civil servant and 1 non-professional worker.
In addition to increasing according to population size, for every 100% increase in natural area, a commune-level administrative unit can have 1 civil servant and 1 non-professional worker.
