Pursuant to Regulation No. 96-QD/TW dated February 2, 2023 on taking a vote of confidence for leadership and management positions and titles in the political system, on March 2, 2023, the Standing Committee of the Provincial Party Committee issued Plan No. 162-KH/TU on taking a vote of confidence for leadership and management positions and titles in the political system of Nghe An province.

Accordingly, the vote of confidence aims to contribute to assessing the prestige and performance of assigned duties and tasks of cadres; helping cadres "self-examine", "self-correct", continue to strive and practice in their work; is an important basis for Party committees and Party organizations to train, foster, arrange and use cadres; improve the effectiveness of leadership, management and supervision of cadres. The plan also clearly states the scope, subjects and time of taking the vote of confidence; the composition of the vote of confidence; the criteria, procedures and responsibilities of collectives and individuals in taking the vote of confidence and the publicity and use of the results of the vote of confidence, including:
The Standing Committee of the Provincial Party Committee stipulates that the subjects for voting include: Members of the Standing Committee of the Provincial Party Committee; heads and deputy heads of the Provincial Party Committee's Party Building Committee, the Provincial Party Committee's Inspection Committee and the Provincial Party Committee Office; heads and deputy heads of departments, branches and equivalents; heads and deputy heads of the Fatherland Front and socio-political organizations at the provincial level, public service units under the Provincial Party Committee and the Provincial People's Committee; secretaries and deputy secretaries of district, city and town Party Committees; positions elected or approved by the National Assembly and People's Councils at all levels to conduct a vote of confidence according to the National Assembly's regulations.
Regarding the timing of taking the vote of confidence: It is conducted periodically in the third year (the year between the terms of the Party Congresses at all levels), specifically as follows: Taking a vote of confidence for positions elected or approved by the National Assembly and People's Councils at all levels is carried out in accordance with the provisions of the National Assembly; taking a vote of confidence for leadership positions at Party Committees at all levels is carried out after taking a vote of confidence for positions elected by People's Councils at all levels; taking a vote of confidence for other leadership and management positions and positions is carried out after the first 6-month review of the third year between the terms of the Party Congresses at all levels. In 2023, Party Committees, Party organizations, agencies, leading units, and organizations will take a vote of confidence for positions of officials under their management and summarize and report to the Standing Committee of the Provincial Party Committee before August 31, 2023.
Regarding the use of the results of the vote of confidence, there are also higher requirements for leaders and managers in leadership, direction and implementation of tasks, specifically: In cases where more than 50% but less than 2/3 of the votes of confidence are low, the competent authority in charge of personnel management will remove them from the planning for higher positions, consider removing them from the current position, assign them to other work or resign them or conduct a vote of confidence according to regulations; in cases where 2/3 or more of the votes of confidence are low, the competent authority in charge of personnel management will remove them from the current position and assign them to other work (lower) without waiting until the end of the term or appointment period.
The Provincial Party Standing Committee assigned the Provincial Party Committee's Organizing Committee to advise on the content of organizing the vote of confidence for members of the Provincial Party Standing Committee; preside over and coordinate with the Provincial Party Committee's Inspection Committee and relevant agencies to guide, monitor and inspect the implementation of the Plan to take the vote of confidence; summarize the results and report to the Provincial Party Standing Committee.
