PROACTIVE APPROACH AND SUPPORT BUSINESSES

Nghe An Provincial People's Committee has issued Official Dispatch No. 7919/UBND-CN dated October 11, 2022 to provincial departments, branches and sectors; People's Committees of districts, cities and towns on implementing solutions to improve the Provincial Competitiveness Index.

In particular, the Provincial People's Committee requests departments, branches, sectors and localities to step up propaganda and dissemination so that cadres, civil servants and public employees in the entire political system are clearly aware of the importance and significance of improving the 10 component indicators in PCI; based on functions and tasks, promptly develop plans and enhance proactiveness in implementing, approaching and supporting businesses to improve indicators in each PCI component indicator chaired by the unit and be responsible to the Provincial People's Committee for the final results of the indicators chaired by the unit.

Complete and improve the quality of planning work, especially the planning of Nghe An province for the period 2021-2030, with a vision to 2050. Review, adjust appropriately and synchronously all types of planning such as: Construction planning, land use planning, regional planning, functional zoning planning... Implement public and transparent management of planning, creating favorable conditions for businesses and investors to easily learn, research, propose and implement investment and business in the province.

Continue to effectively implement the Project on Improving the Investment and Business Environment, Enhancing the Efficiency of Investment Attraction in Nghe An Province for the 2021-2025 Period; Project on Developing Enterprises in Nghe An Province to 2025; Project on Developing Key Infrastructure Systems for the 2021-2025 Period, focusing on removing bottlenecks in infrastructure, administrative reform and quality of human resources in attracting investment.

Arrange, mobilize and effectively use resources to invest in infrastructure construction, especially key projects; complete the upgrading of national highways, provincial roads, routes connecting key areas and points; water supply and drainage systems, electricity and technical infrastructure, social infrastructure, services outside the fences of industrial parks, with special attention to synchronous investment in infrastructure of the Southeast Economic Zone and industrial parks.

Promote administrative procedure reform according to the State Administrative Reform Program of Nghe An province for the period 2021-2030. Provincial departments, branches, sectors, and district People's Committees need to focus on closely following the directives of the Central Government, the Provincial Party Committee, and the Provincial People's Committee on improving the investment and business environment, enhancing competitiveness, supporting business development, supporting startups, reforming administrative procedures, etc. Continue to review and propose to reduce unnecessary administrative procedures and procedures that cause inconvenience to businesses. Promote the development of e-Government, increase the rate of records and administrative procedures received and processed online.

Synchronously implement the solutions proposed in the Project on Employment for Workers in the Province for the 2021-2025 period and the Project on Training and Developing Human Resources with Vocational Skills for the 2021-2025 period and orientation to 2030.

In particular, directors, heads of departments, branches, sectors, chairmen of People's Committees of districts, cities and towns must seriously grasp, closely direct and synchronously implement solutions to effectively handle and prevent harassment and inconvenience to people and businesses in handling work. Be responsible before the Chairman of the Provincial People's Committee if subordinate cadres, civil servants and public employees of the unit have acts of harassment and inconvenience to businesses and people. Maintain direct meetings and dialogues to grasp and promptly resolve difficulties and obstacles in the process of investment, production and business.

INSPECTION, SUPERVISION, AND HANDLING OF OFFICIALS AND CIVIL SERVANTS WHO CAUSE CORRUPTION

The Provincial People's Committee pointed out specific groups of solutions to improve PCI component indicators including: Transparency, Business Support, Labor Training, Informal Costs, Land Access, Legal Institutions, Fair Competition, Government Dynamism and Pioneering, Market Entry and Time Costs; associated with the assignment of specific tasks.

In order to improve the Informal Cost Index, the People's Committee of Nghe An province requires departments, branches, sectors, People's Committees of districts, cities and towns to regularly publicize, be transparent and strictly control administrative procedures, including fees and charges, in accordance with regulations.

Along with that, the Provincial People's Committee requested relevant departments and branches to inspect, supervise, and handle cadres, civil servants, and public employees who cause harassment and demand unofficial costs related to business registration procedures; in inspections and examinations in the fields of environment, tax, construction, implementation of administrative procedures related to land, court trials, etc. In particular, the Provincial People's Committee assigned the Department of Home Affairs to annually preside over organizing a survey on unofficial costs of businesses and people.
