(Baonghean.vn) - Nghe An Provincial People's Committee has just issued Official Dispatch No. 14/CD-UBND dated April 22, 2024 on ensuring traffic order and safety to serve people's travel needs during the April 30 - May 1, 2024 holidays and the peak summer tourism season in 2024.
Pursuant to Official Dispatch No. 36/CD-TTg dated April 11, 2024 of the Prime Minister on ensuring traffic order and safety, serving people's travel needs during the April 30 - May 1 holidays and the peak summer tourism season in 2024, the Chairman of the Provincial People's Committee requests:

Department of Transport:
Direct transport business units to develop transport organization plans to meet people's travel needs, ensure traffic safety; improve service quality, publicly post ticket prices according to routes, times and types of services.
Urgently complete upgrading and repairing key traffic routes, important traffic hubs and areas that attract a lot of tourists (note to ensure traffic safety on the 72m route connecting Vinh - Cua Lo).
Review and supplement the signaling system and signs to ensure easy recognition and convenience for traffic participants. Timely detect and handle existing problems and shortcomings.
Coordinate with Road Management Area II and relevant units and localities to inspect and review traffic infrastructure and traffic organization plans at intersections with the Nghi Son - Dien Chau and Dien Chau - Bai Vot Expressways to serve traffic opening on the occasion of April 30...

Provincial Police:
Direct the Police of units and localities to strengthen patrolling, controlling, and strictly handling violations of traffic order and safety, paying attention to violations that are direct causes of traffic accidents and traffic congestion, such as violations of speed, alcohol and drug concentrations, driving in the wrong part of the road, lane, etc.
Resolutely handle and suppress those who act against law enforcement officers. Develop a reasonable traffic regulation and flow plan, guide vehicles to move safely and smoothly, pay attention to points, routes, and areas with high risk of traffic accidents and congestion.
Direct the Traffic Police Department to synthesize and report on the traffic order and safety situation during the 5-day holiday of April 30 and May 1 (from April 27 to May 1, 2024). Daily quick reports must be sent before 11:00 a.m. and 5-day summary reports must be sent before 2:00 p.m. on May 1, 2024 to the Standing Committee of the Provincial Traffic Safety Committee for synthesis and reporting to the Provincial People's Committee and the National Traffic Safety Committee according to regulations.
Health service:Direct medical centers and medical examination and treatment facilities in the province to increase personnel, vehicles, medical equipment and medicines to ensure the highest capacity in rescuing traffic accident victims and minimizing human losses in case of traffic accidents.
Department of Culture, Sports and Tourism:Direct affiliated units and request relevant organizations and individuals to include traffic safety assurance in the organization of tourism activities, especially ensuring safety conditions for vehicles, traffic infrastructure connecting to tourist attractions, parking and vehicle storage areas.
Department of Education and Training:Direct educational institutions to effectively implement Directive No. 31/CT-TTg dated December 21, 2023 of the Prime Minister and Plan No. 53/KH-UBND dated January 19, 2024 of the Provincial People's Committee on strengthening the work of ensuring traffic order and safety for school-age children, requiring parents to have measures to educate and strictly manage their children during the summer break.

Road Management Area II
Direct traffic management units to strengthen inspection, review, and improvement of traffic safety systems and ensure safety of traffic infrastructure on national highways under their management.
Direct construction units on sections and routes that are both under construction and in operation to implement measures to ensure traffic order and safety, arrange adequate traffic lights and signs, and smooth connections in areas where construction has not been completed to ensure smooth and safe traffic.
Check to ensure traffic safety at intersections with the highway, especially the Dien Chau - Bai Vot section, to ensure that there are no traffic jams or accidents at intersections with the highway.

People's Committees of districts, cities and towns:
Make every effort to prevent particularly serious traffic accidents, especially on routes and areas with high risk of traffic accidents and traffic congestion in the area.
The Chairman of the People's Committee of districts, cities and towns must take full responsibility before the Chairman of the Provincial People's Committee for ensuring traffic order and safety in the area.
For localities with expressways passing through, coordinate well in implementing traffic organization plans on the section from Dien Chau - Bai Vot to open to traffic on the occasion of April 30.
For localities with operating ferry terminals, it is necessary to arrange for regular on-duty forces to check and prevent the situation of carrying more people than the prescribed number; supplement life-saving equipment, and monitor the use of life-saving equipment when traveling by ferry...
Localities with railways passing through must implement measures to prevent traffic accidents, especially at self-opened crossings with high traffic density. They must arrange guards and traffic guides to prevent railway traffic accidents from occurring in the area.
Standing Committee of Provincial Traffic Safety Committee:Regularly monitor, inspect and urge relevant sectors and People's Committees of districts, cities and towns to seriously and effectively implement this Official Dispatch.
