Continuing to review the results of 2.5 years of implementing the Resolution of the 18th Provincial Party Congress and the Resolution of the 12th Party Congress and summarizing 5 years of implementing Resolution No. 26-NQ/TW of the Politburo.

Concluding the meeting, the Chairman of the Provincial People's Committee frankly pointed out the achievements and difficulties and shortcomings of Nghe An in the past 6 months. That is: The advisory work in directing and operating to implement tasks in a number of fields and sectors is not yet timely. The effectiveness of investment promotion is not high, many projects implemented after signing investment agreements at the Meeting with investors are still slow to implement. The number of projects behind schedule and not implemented is still high; The implementation according to decentralization in a number of agencies and units is not good; the effectiveness and efficiency of management is not high.

Administrative reform work in some agencies and units has not met requirements. The sense of discipline and administrative discipline of some officials and civil servants is not good. Self-inspection, examination of public service, discipline and administrative discipline correction in agencies and units is not regular.

The Chairman of the Provincial People's Committee also said that investment procedures are extremely complicated, many large projects are still stuck and have not been resolved. Institutional changes and slow approval of the province's land use plan also affect the province's socio-economic development.
