Comrades Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Cao Thi Hien - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; and Hoang Viet Duong - Provincial Party Committee Member, Vice Chairman of the Provincial People's Council, presided over the session.
Attending the session were comrades Nguyen Dac Vinh - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Fatherland Front Committee; representatives of leaders of provincial departments, agencies and district-level leaders. Delegations of the National Assembly and People's Council of Xieng Khouang and Bolikhamsai provinces of Laos also attended the session.

At the beginning of this morning's session, discussing the Resolution on the Socio-Economic Development Plan for 2017, the delegates generally agreed with the objectives, targets, tasks, and solutions presented in the draft. Five delegates discussed and added some further tasks for 2017.
Delegate Nguyen Huu Lam stated: In 2017, Nghe An continued to implement important tasks as directed by the Central Government according to Resolution No. 39/NQ-TW, dated April 17, 2015, of the Politburo on downsizing the workforce and restructuring the staff of cadres, civil servants, and public employees; and Decree 108/2014/ND-CP on policies for downsizing the workforce. Therefore, this task needs to be added to the draft, while simultaneously promoting the autonomy of public units.

Delegate Tran Duy Ngoan (Hoang Mai town) stated: Central Resolution 4 (12th Congress) clearly outlines the manifestations of ideological, moral, and lifestyle degradation; "self-evolution," and "self-transformation." Therefore, the province's task is not to "identify" these manifestations as in the draft resolution, but to detect and handle acts of degradation, "self-evolution," and "self-transformation"; thereby strengthening administrative discipline and order, and improving the effectiveness and efficiency of the apparatus.
Regarding the resolution of pressing and prominent issues, delegate Luc Thi Lien (Quy Chau) suggested that attention should be paid not only to the planning of transportation infrastructure but also to construction projects.

Regarding the draft resolutions on the 5-year medium-term public investment plan for 2016-2020 and the resolution on the 2017 public investment plan, delegates focused their discussions on the priority order and principles of investment allocation; and the supervisory role of the Provincial Fatherland Front and socio-political organizations.
Representative Hoang Viet Duong stated that: New construction projects should only be approved when a clear structure of new investment capital and capital for settling outstanding debts has been established.
Next, the Provincial People's Council proceeded to vote on the remaining 29 resolutions, including the resolution establishing the Nghe An Provincial Department of Tourism and renaming the Department of Culture, Sports and Tourism to the Nghe An Provincial Department of Culture and Sports.
