Previously, on December 13, the Ministry of Education and Training issued Document No. 5766/BGDĐT-GDTT, to guide the organization of teaching and assessment of primary school students implementing the General Education Program in accordance with the developments of the Covid-19 epidemic.
Including instructions on periodic assessments (end-of-semester tests) for grades 1 and 2 to be organized in person; for grades 3, 4, and 5: Periodic tests will be flexibly organized in person and online when meeting all the prescribed conditions, in accordance with specific conditions and developments of the Covid-19 epidemic situation in the locality at the time of the assessment.

Regarding this content, responding to Nghe An Newspaper, Mr. Nguyen Trong Hoan - Chief of Office of the Department of Education and Training said: Following the guidance documents, the Department of Education and Training directed the units to guide schools in the area to organize periodic assessment tests for grades 1 and 2 in a direct form. Before implementation, schools must develop plans, organize review sessions, and consolidate knowledge for students. At the same time, they must coordinate with parents to create consensus to develop plans suitable to reality.
Previously, some opinions said that, in the context of the epidemic, organizing school for students is potentially dangerous. However, regarding this issue, Mr. Nguyen Trong Hoan said that currently, 20/21 districts, cities and towns in the province have organized direct teaching for students and only Vinh city is still teaching online. However, based on the epidemic situation and the assessment of the safety level, localities will soon let students return to school and then organize periodic assessments for students. The Department's current view is that periodic assessments do not necessarily have to follow the school year plan but can be "flexible", taking advantage of each time.

At the time of periodic testing, if there are cases of students in F0, F1 categories or students in quarantine areas or some force majeure cases that prevent them from going to school, the educational institution is responsible for reporting the plan and conditions for organizing students to take periodic tests online to the Department of Education and Training to be checked for conditions to ensure compliance with regulations before implementation.
To avoid pressure on students, the content of periodic tests must be consistent with the requirements for learning content and competency components of the subject, including questions and exercises designed to ensure the prescribed levels, focusing on the "core" learning content according to Official Dispatch No. 3969/BGDĐT-GDTH5.
