Nghe An will organize a demonstration of the model of 'Skilled Civil Service', the bright spot of 'Government Civil Service', and 'Democratic Regulations' at the provincial level.

The conference took time to evaluate the mass mobilization work in the first 6 months of 2024 with many new, creative and positive effects in the political system from the province to the grassroots; contributing to creating consensus, trust and strengthening the close relationship between the people and the Party; strengthening and expanding the great national unity bloc, promoting the common movement of the province.

In particular, Party committees and organizations at all levels have focused on leading and directing the political system to promote implementation and coordinate the deployment of action programs to implement resolutions of Party Congresses at all levels on mass mobilization work.

The mass mobilization system at all levels has advised Party committees, coordinated with the government and agencies and organizations to promote the implementation of administrative mass mobilization work, implement the grassroots democracy regulations and the emulation movement "Skilled mass mobilization" associated with the implementation of political tasks in localities and units, achieving high results.

The government and state agencies at all levels continue to promote administrative reform, focusing on administrative procedure reform, application of information technology, digital transformation, improving public ethics and awareness of serving the people among cadres, civil servants and public employees.

Attention has been paid to the work of contacting, dialogue, handling complaints, denunciations and the people's legitimate and legitimate petitions and aspirations. In the first 6 months of 2024, state administrative agencies at all levels in the province resolved 178/200 complaints and denunciations arising during the period, reaching 89%.

The activities of the Fatherland Front and socio-political organizations continue to be innovated and focused; contributing to creating consensus, trust and a close relationship between the people and the Party is consolidated; the great national unity bloc is strengthened and expanded.

At the conference, many discussion opinions focused on reflecting a number of issues, requesting the Provincial Party Committee's Mass Mobilization Committee to continue to advise and propose to all levels and sectors early orientations or policies in arranging and assigning cadres and civil servants in units implementing the merger in the period of 2023-2025 to create a stable mindset and mentality among the cadres to continue to contribute and complete their tasks well.

At the same time, it is proposed that the Provincial Party Committee's Mass Mobilization Committee give opinions to the province and other sectors in resolving issues of encroachment, encroachment, and land disputes in some localities; resolve problems and difficulties related to land, site clearance, and issuance of land use right certificates to people; plan and build a system of high schools to meet actual needs; and pay attention to allocating funds to implement a number of programs and work contents assigned to the mass mobilization committees at all levels to take charge of implementation.

Advise the Party Committee to strengthen the district-level mass mobilization committee.

Concluding the conference, comrade Nguyen Manh Khoi - Deputy Head of the Provincial Party Committee's Mass Mobilization Committee requested that mass mobilization committees at all levels in the province continue to urge the implementation of a journalism contest on typical "Skilled Mass Mobilization" models of Nghe An province in 2024, with the requirement that 100% of district-level units have entries, in order to spread the "Skilled Mass Mobilization" models at the grassroots level.

The mass mobilization system at all levels needs to be proactive, creative, and innovative to grasp the people's situation before, during, and after the Party Congresses at all levels for the 2025-2030 term; especially in key areas with many potential complex factors regarding security and order; grasp the situation of workers and laborers in enterprises and industrial parks, ensure employment and policies related to workers.

The People's Mobilization Committee at all levels needs to proactively advise Party committees to perfect the People's Mobilization Committee at the district level, in conjunction with training, fostering, and improving the quality of the people's mobilization staff at all levels.

Focus on the work of appraising, recognizing and praising models of "Skilled Mass Mobilization", bright spots of "Administrative Mass Mobilization" and implementing "democratic regulations" at all levels, moving towards organizing a provincial-level commendation conference in 2025.

The Deputy Head of the Standing Committee of the Provincial Party Committee's Mass Mobilization Commission also requested the Mass Mobilization Commissions of districts, cities and town Party Committees to review the tasks set out for 2024 to direct their completion and avoid missing tasks; proactively develop a task plan for 2025, associated with developing focused and key contents and tasks for the 2025-2030 term to include in the Party Congress documents; and deploy practical and effective activities to celebrate the 94th anniversary of the Party's Mass Mobilization tradition (October 15, 1930 - October 15, 2024).

Along with the above contents, comrade Nguyen Manh Khoi also requested the People's Mobilization Committees at all levels to focus on implementing the contents that will be issued by the Provincial Party Standing Committee in the coming time on regulations on the responsibilities of Party committees, Party organizations, and authorities in ensuring the implementation of regulations on supervision, social criticism, and regulations on participation in giving opinions on Party building and government building of the Vietnam Fatherland Front and socio-political organizations in the province.
