Improving the effectiveness of community investment monitoring

The contest "Excellent Community Investment Supervision Board 2023" is organized at 2 levels: district and province; the district level is expected to be held from June 20 to August 20, 2023 and the provincial level will be held at the end of September 2023.

Speaking at the conference, Comrade Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, Head of the Competition Steering Committee said: In practice, in recent times, the quality and effectiveness of the activities of the community investment supervision board in localities have generally not been high. On the part of the Party Committee, the government, and the Fatherland Front, the role and position of the community investment supervision board have not been really paid attention to.

From that reality, the organization of the contest aims to propagate, disseminate, and bring the law to community investment supervision boards related to legal regulations on investment; on implementing democracy at the grassroots level; on community investment supervision activities; processes, procedures, and supervision procedures of community investment supervision boards...

The Chairman of the Provincial Vietnam Fatherland Front Committee also emphasized: Organizing the contest also aims to anticipate and contribute to ensuring the effective implementation of the Law on Grassroots Democracy in 2022 (effective from July 1, 2023).

Through the contest, community investment monitoring boards and officers working on the Front at all levels can exchange, learn and share experiences, especially practice real-life situations in the area.

At the same time, through the contest, we will evaluate and summarize the difficulties and obstacles in implementing democracy at the grassroots level, the effectiveness of community investment supervision for programs and projects in the area to recommend and propose solutions in the coming time.

From the set objectives, the meeting participants focused on discussing the content, form, and organization of the contest; and the award structure at the district and provincial levels.

Many opinions also discussed the contest rules related to three parts: introduction, answering questions about theory and handling situations; associated with the scoring structure that must be suitable to the purpose and requirements that the contest is aiming for.

Focus on building a set of questions

Based on the contents of the preparation plan and contest rules of the Standing Committee of the Provincial Fatherland Front Committee and the opinions discussed at the conference, Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, Deputy Head of the Contest Steering Committee suggested that the contest organizing committee should research to develop a comprehensive set of questions, closely following the functions, tasks, powers and responsibilities; the tasks that can and must be done by the community investment supervision board; the investment supervision process of a project, from investment policy, project establishment procedures, capital sources, design, investment progress and quality, resettlement, and project finalization to include in the contest sections for conveying.

Regarding the situation handling part, it is also necessary to carefully study based on practice and legal regulations; based on the capital structure for implementing works and projects, including public investment capital, investor capital, sponsor capital managed by the state and state budget capital and people's contributions.

Regarding the award structure at the district level, there needs to be unity among localities, avoiding each locality doing it its own way; at the same time, it is necessary to complete the set of questions soon and send them to localities to implement the contest at the district level./.
