Nghe An Provincial People's Committee has issued a Plan to implement regulations on combating illegal, unreported, and unregulated (IUU) fishing.
According to Plan No. 388/KH, dated May 23, 2024, the Provincial People's Committee requires the following basic and outstanding contents:
Purpose, requirements: To specify Directive No. 32/CT-TW and Resolution No. 52/NQ-CP promulgating the Government's Action Program on strengthening the Party's leadership role in implementation work,against IUU fishingin Nghe An. Urgently overcome the limitations and weaknesses in the management and development of the fisheries sector and combating IUU fishing in recent times, ensuring the effective implementation of the Party's Resolutions and policies on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045; programs and projects for fisheries development in the province.

Create a strong change in awareness of the role and importance of combating IUU fishing and thereby change the actions of all levels and sectors in combating IUU fishing, improving the capacity of state management of fisheries.
It is necessary to identify the fight against IUU fishing as an urgent, central task of long-term significance for the sustainable development of the fisheries sector and the responsibility of the political system and the whole society, first of all the heads of agencies and localities with direct responsibility in leadership and direction to create unity, synchronization and high determination to implement.target to remove IUU "Yellow Card" warning2024 and maintain sustainable results. Organize research and disseminate appropriate contents for each subject, component, level and sector to help cadres, civil servants, workers and coastal fishing communities grasp and understand the basic contents of Directive 32/CT-TW.

Tasks, solutions before the eyes(until June 30, 2024): Improve the effectiveness of information, communication, training, and mobilization work to raise awareness and responsibility for combating IUU fishing; organize research and disseminate Directive 32 and Resolution No. 52/NQ-CP.
- Diversify forms and increase communication and dissemination time for fishermen; promptly mobilize and detect early from afar, prevent fishing vessels and fishermen from fishing illegally from the shore; synchronously and resolutely implement legal regulations on fisheries in fleet management, control fishing vessel activities at sea, at ports, and import and export must comply with all regulations.
- Conduct a general inspection and review of all fishing vessels in the province to ensure a firm grasp of the current status of the number of fishing vessels whose registration, inspection, and licensing have expired or not; fishing vessels that have been transferred, bought, sold, or deregistered; fishing vessels operating outside the province, and fishing vessels that have not installed VMS equipment; strictly and thoroughly handle fishing vessels that do not meet the conditions for participating in fishing. Organize work, directly guide each vessel owner on registration, inspection, licensing procedures, and update 100% of fishing vessel data into the national fisheries database VNFishbase.

- Monitor and supervise 100% of fishing vessels operating at sea through the Fishing Vessel Monitoring System at the shore station of the Department of Fisheries and Fisheries Control; clearly understand and strictly handle each case of violation of VMS connection loss without reporting location (6 hours/time, loss of connection for more than 10 days without returning the vessel to shore; loss of connection for more than 6 months, 1 year...).
- Ensure that 100% of fishing vessels with a length of 15 m or more entering and leaving the port (including private ports and fishing wharves) must have full documents and be equipped with VMS equipment, especially the VMS equipment on the vessel must operate normally according to regulations when participating in fishing activities from the time of leaving the port through the Border Guard Station until arriving at the port.
- Manage and control 100% of Nghe An fishing vessels operating outside the province and fishing vessels of other provinces operating in Nghe An; establish a mechanism for sharing and exchanging information between relevant localities to promptly prevent and handle IUU fishing violations; carry out peak patrols, inspections, and control of the enforcement of the Fisheries Law at sea. Implement regulations on confirmation, certification, and traceability of exploited aquatic products, ensuring that no illegal aquatic products are exported abroad.
Investigate, verify and thoroughly handle IUU fishing activities, without exception, resolutely prevent and promptly handle them right on shore and at sea; resolutely prevent and stop fishing vessels and fishermen from violating and illegally exploiting in foreign waters. Investigate and handle 100% of violations... Verify and punish 100% of violations of regulations on losing VMS connection according to regulations, exceeding permitted boundaries at sea, fishing vessels bought, sold, and transferred without transferring ownership according to regulations. Investigate and thoroughly handle cases of fishing vessels sending VMS equipment on other fishing vessels, assisting and transporting VMS of other fishing vessels...
Long-term tasks and solutions:
- Timely and effectively implement programs, projects and plans for fisheries development approved by competent authorities. Make adequate investments to ensure the conservation and restoration of marine ecosystems, restructure the fisheries sector towards reducing fisheries exploitation and increasing aquaculture, especially marine aquaculture. Effectively manage aquatic resource protection areas, areas with temporary fishing bans in Dien Chau Bay, Cua Lo beach area, Lam river area from Ro bridge (Thanh Chuong) to Cua Hoi, Cua Lo.

- Develop policies to support and encourage the reduction of the number of fishing vessels, the conversion of fishing occupations, and the creation of sustainable livelihoods for coastal fishing communities. Invest in, construct, repair, and upgrade fishing port infrastructure and boat anchorage areas to meet the criteria for classifying fishing ports according to the provisions of the Fisheries Law and ensure access and docking for vessels operating from offshore areas and meeting the requirements for implementing the task of combating IUU fishing.
- Organize and support training, improve skills in the field of exploitation, train fishing boat crew positions for fishermen to ensure that they meet all the prescribed conditions. Improve and enhance the capacity and sense of responsibility of the Fisheries Surveillance force, law enforcement forces at sea and competent agencies managing fisheries activities, carry out the work of combating IUU fishing as well as activities of conservation, protection and development of aquatic resources.
The Provincial People's Committee assigns departments, branches and coastal districts and towns to organize dissemination and develop specific plans to implement this Plan; periodically report to the Provincial People's Committee to report to the Ministry of Agriculture and Rural Development./.
