Nghe An will abolish district-level land registration offices.
(Baonghean.vn) - At the regular meeting of the Provincial People's Committee in October, Chairman of the Provincial People's Committee Thai Thanh Quy unanimously approved the project to establish a one-level Land Registration Office, which means abolishing the land use right registration offices at the district, city and town levels.
According to the project, the Provincial Land Registration Office will be established on the basis of merging the District Land Use Registration Offices into the Land Use Registration Office under the Department of Natural Resources and Environment.

The Provincial Land Registration Office is a public service unit under the Department of Natural Resources and Environment, with the function of registering land and assets attached to land; granting Certificates of land use rights, house ownership rights and other assets attached to land in cases authorized according to regulations...
The land registration office has legal status and its own seal; operates under an autonomous mechanism, self-insurance of a part of regular expenses in the initial stage, then implements according to Decree No. 141/2016/ND-CP dated October 10, 2016 of the Government.

Regarding the staff and number of employees of the Provincial Land Registration Office after its establishment, the current status remains (current status of the number of employees at the Land Use Registration Offices at all levels).
Specifically, the total number of employees currently is 210 (including 180 people at the district-level land use registration office, 30 people at the provincial-level land use registration office and 238 total contract workers, including 205 people at the district-level land use registration office and 33 people at the provincial-level land use registration office).
After its establishment, the Provincial Land Registration Office has 21 branches located in districts, cities and towns to carry out land work, manage land records; update and correct land records and land databases and participate in State management of land in the districts. The branches of the Land Registration Office in the districts are accounting units dependent on the Nghe An Provincial Land Registration Office according to the provisions of law.

Concluding this content, Chairman of the Provincial People's Committee Thai Thanh Quy unanimously approved the project and submitted it to the Provincial Party Standing Committee for consideration and approval.
The Chairman of the Provincial People's Committee emphasized: The establishment of a one-level Land Registration Office clearly demonstrates professionalism in organizing the implementation of land registration tasks and granting Land Use Right Certificates with an organizational structure arranged according to professional groups and specialized work positions; the work handling process is unified, linked to the land database system; land registration activities are managed and operated centrally and uniformly.
The Chairman of the Provincial People's Committee requested the Department of Natural Resources and Environment to coordinate with the Department of Home Affairs to review the number of staff and contract workers at the Land Use Registration Offices at all levels so that after establishing a single-level Land Registration Office, the apparatus can continue to be improved.
