(Baonghean.vn) - Nghe An Provincial People's Committee has just issued Document No. 7995/UBND-NC dated September 21, 2023 on strengthening compliance with the law to ensure traffic safety and order for cadres, party members, civil servants and public employees.
The document clearly states that, implementing Directive No. 23-CT/TW dated May 25, 2023 of the Secretariat on strengthening the Party's leadership in ensuring traffic order and safety in the new situation and Directive No. 10/CT-TTg dated April 19, 2023 of the Prime Minister on strengthening the work of ensuring road traffic order and safety in the new situation; in recent times, the Ministry of Public Security has directed local police to synchronously and drastically implement solutions with the determination to form a "traffic culture" among cadres, party members, civil servants, public employees and the entire population.
In particular, most recently, the Ministry of Public Security has directed the establishment of Working Groups to preside over and coordinate with the Public Security of provinces and centrally-run cities to carry out the topic "General control of passenger transport vehicles and container freight vehicles" and the topic "Drivers on the road with drugs in their bodies, violating alcohol concentration".

After a short period of implementation, the Working Groups of the Ministry of Public Security have discovered many cadres, party members, civil servants, public employees, and armed forces violating traffic safety laws, the main fault being violations of alcohol concentration. In all cases of violation, the Working Groups of the Ministry of Public Security clarified the personal information of the violators and sent notices of violations, recommendations for review, and consideration of the responsibilities of relevant groups and individuals to the agencies and units managing the violating cadres, party members, civil servants, and public employees.
In order to promptly prevent, stop and minimize violations of laws on traffic safety by cadres, party members, civil servants and public employees, the Provincial People's Committee requests:
1. Provincial departments, branches, sectors, unions, People's Committees of districts, cities and towns
- Organize to thoroughly educate 100% of cadres, party members, civil servants and public employees to strictly comply with legal regulations on traffic safety, especially strictly implementing the regulation "do not drive after drinking alcohol"(requires a form of dissemination appropriate to the characteristics of the unit and locality, ensuring that 100% of cadres, party members, civil servants, and public employees know and strictly implement).

- All cadres, party members, civil servants and public employees who violate traffic safety laws, when the Traffic Police force sends a written notice of the violation to the management agency or unit, must be strictly handled according to the Party's regulations, the rules and regulations of their unit or locality; at the same time, the notice must be publicly announced in meetings and unit meetings to set an example for other cadres, party members, civil servants and public employees.
- The leaders of the Provincial People's Committee will consider and strictly handle the joint responsibility of the heads of agencies, units, and localities if there are cadres, party members, civil servants, and public employees who: Violate the law on traffic safety causing traffic accidents, especially violations of alcohol concentration; Are detected by the Working Group of the Ministry of Public Security and have a written notice sent to the managing unit or locality; When receiving a written notice that cadres, party members, civil servants, and public employees under their management violate the law on traffic safety and do not direct the handling or do not handle it seriously.

2.Hand over to Provincial PolicePreside over and assist the leaders of the Provincial People's Committee in monitoring and urging the implementation of units and localities; direct the Traffic Police force in the process of handling traffic violations to absolutely respect the law "no forbidden zones, no exceptions"; all cadres, party members, civil servants, public employees, and armed forces violating traffic laws must be reported to the agency or unit for handling in accordance with regulations.
