Nghe An: The number of false complaints and denunciations accounts for a large proportion

In the first 6 months of 2018, the province resolved 70/74 denunciations arising under its jurisdiction, reaching a rate of 94.6%. However, through the resolution of denunciations, it was found that the number of false denunciations was 43/70 cases, accounting for 61.4%. The number of denunciations that were both correct and incorrect was 20/70 cases, accounting for 28.6%; the number of correct denunciations was 7/70 cases, accounting for only 10.0%.

Regarding complaints, the province has resolved 121/137 cases arising under its jurisdiction, reaching a rate of 88.3%. However, similar to denunciations, the number of wrong complaints is 74/121 cases, accounting for 61.2%. The number of complaints that are both correct and incorrect is 35/121 cases, accounting for 28.9%. The number of correct complaints is 12/121 cases, accounting for only 9.9%.

The cause of this situation was also pointed out by the Provincial Inspectorate, which is that current laws do not have specific instructions on handling cases of false complaints and false denunciations; causing the authorities to have no basis for sanctions to handle these cases.

Meanwhile, many citizens do not clearly understand the provisions of the law, the rights and obligations of complainants and denouncers, so in reality, the situation of making false complaints and denunciations, or complaints and denunciations that are both correct and incorrect, is still quite common and accounts for a fairly high rate. Many petitions have unclear content or do not present the content of the request for resolution; especially in some cases, the content of the petitions has been resolved and responded to by authorities and sectors in accordance with the provisions of the law, but they still deliberately continue to complain to complicate the situation.

However, a positive signal in the work of receiving citizens and receiving petitions in the province in the first 6 months of 2018 is that the number of citizens and the number of petitions decreased compared to the same period last year. Specifically, in the first 6 months, state administrative agencies at all levels in the province received 3,423 citizens coming to complain, denounce and make recommendations, reflecting, down 4.5% compared to the same period in 2017.

The total number of complaints, denunciations, petitions, reflections, and land disputes arising in the province in the first 6 months of 2018 was 3,937, down 5.9% compared to the same period in 2017, including 425 complaints, down 3.2%; 315 denunciations, down 6.5%; petitions, reflections, and land disputes: 3,197, down 6.1%.

Through the settlement of complaints and denunciations, violations were discovered and recommendations were made to recover 4,305.49 million VND to the state budget, return 3.38 million VND to citizens; request competent authorities to administratively discipline 14 individuals with violations, handle 8 individuals, protect the rights of 58 people.
