On March 3, the People's Committee of Nghe An province issued a document on temporarily suspending the renovation and repair of office buildings; purchasing and leasing assets; advancing investment capital for works and projects; and reporting on the overall implementation status and total outstanding debt in localities during the implementation of the plan to innovate and reorganize the apparatus.

Accordingly, implementing the Conclusions of the Politburo and the Secretariat: No. 126-KL/TW dated February 14, 2025 on a number of contents and tasks to continue to arrange and streamline the apparatus of the political system in 2025; No. 127-KL/TW dated February 28, 2025 on implementing research and proposing to continue to arrange the apparatus of the political system. Temporarily suspend the implementation of renovation and repair of office buildings, purchase of assets, working equipment and new lease of assets during the implementation of the Plan for innovation and reorganization of the apparatus in Nghe An province until the Plan is completed or new guidance documents are issued (except in other really necessary cases, agencies and units must report to competent agencies and persons for consideration and decision).
Temporarily suspend the advance payment of capital for basic construction investment for works and projects using state budget sources from Nghe An province's budget.from 04/03/2025, only make capital payments for completed volumes according to regulations. At the same time, speed up the progress of refunding for contents that ensure conditions according to regulations. In case agencies and units still make capital advances, they must take full responsibility before the Provincial People's Committee and the Chairman of the Provincial People's Committee.
The People's Committees of districts, cities and towns shall review, classify and report on the implementation of projects in the area from all sources of capital to clearly identify the number of unfinished and backlogged projects, the number of completed projects that have not been settled, and the outstanding debt (clearly stating which agency issued the investment policy, the capital structure and the debt from all budget levels) up to the reporting time. Carry out the handling of assets, finances, and state budget in the process of restructuring the state apparatus in the province according to Official Dispatch No. 637/UBND-KT dated January 23, 2025 of the Provincial People's Committee.
The Department of Finance shall preside over and coordinate with the Department of Construction, the State Treasury, Investors, Construction Investment Project Management Boards and relevant units to direct, urge, monitor, inspect and supervise agencies, units and localities in implementing and promptly advise the Provincial People's Committee during the implementation process, ensuring efficiency, practicing thrift and combating waste.
