(Baonghean.vn) - Nghe An Department of Home Affairs has just issued a document guiding the special recruitment of teachers who have had contracts and paid social insurance from 2015 or earlier.
This is the content of the direction according to Official Dispatch No. 8842/UBND-TH dated December 12, 2019 of the Provincial People's Committee on the implementation of special recruitment of contract teachers who have compulsory social insurance and work as teachers at public educational institutions in the area before December 31, 2015.
To implement this content, the Department of Home Affairs requests agencies and units to review, synthesize and report the list of the above subjects to report to the Department of Home Affairs before January 15, 2020 for synthesis and monitoring throughout the province.

At the same time, the Department requires units to develop plans for special recruitment of subjects.
Specifically, agencies and units that have not used up all their teacher quotas and need to recruit for vacant positions must develop a plan to recruit special candidates. For agencies and units that have had their quotas approved by the Provincial People's Committee but have not recruited yet, special recruitment for these candidates will be considered. If there are still quotas, recruitment will be made according to regulations.
To ensure the recruitment process is public and transparent, the Department of Home Affairs also requires units to comply with regulations.
The dossier requesting recognition of special recruitment results includes: Document (with a list of contract teachers) requesting appraisal and recognition of special recruitment results of agencies and units; Approval document of the Provincial People's Committee on the structure, title, position, number of specially recruited people of agencies and units; Decisions on assigning staff and decisions on supplementing the salary fund for the years of signing teacher contracts in the staffing quota; List of increasing and decreasing civil servants and public employees supplementing the salary fund up to the date of signing labor contracts in the staffing quota and related documents.

Teachers applying for admission need to have:Application form for civil servant recruitment, accompanying certificates and diplomas, assessment of work history and achievements (if any). In addition, it is necessary to have a labor contract before May 31, 2015 in the payroll quota, a notarized copy of the social insurance book or confirmation of social insurance payment history from the social insurance agency.

At the same time, the Department of Home Affairs will temporarily suspend the approval of the recruitment structure and recruitment plan according to regulations, to focus on reviewing teachers under contract to recruit special teachers.
Currently, the education sector has about 47,000 civil servants working at public educational institutions in the province. Meanwhile, the total number of civil servants in the province is only over 58,000 people. In addition, there are currently about 400 district contract teachers in the localities.
