Nghe An increased 21 ranks in people's satisfaction index
(Baonghean.vn) - On the morning of April 19, the Ministry of Home Affairs announced the People's Satisfaction Index with the Services of State Administrative Agencies in 2022 (SIPAS 2022) and the Administrative Reform Index in 2022 of ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities (PAR Index 2022).
On the morning of April 19, the Government's Steering Committee for Administrative Reform held its fourth meeting to assess the implementation of administrative procedure reform associated with digital transformation to serve people and businesses.
Prime Minister Pham Minh Chinh - Head of the Government's Steering Committee for Administrative Reform chaired the conference. Attending the meeting were Deputy Prime Minister Tran Luu Quang; members of the Government's Steering Committee for Administrative Reform and leaders of ministries, branches and localities.

NGHE AN RANKED 16TH IN THE 2022 ADMINISTRATIVE REFORM INDEX
At the meeting, the Ministry of Home Affairs announced the Satisfaction Index on Administrative Services 2022 (SIPAS 2022) and the Administrative Reform Index 2022 of ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities (PAR Index 2022).
2022 is the 11th consecutive year that the Ministry of Home Affairs has coordinated with ministries, branches, localities and relevant agencies to determine and publish the PAR index of ministries, provinces and cities nationwide; it is the 6th year of implementing the measurement of people's and organizations' satisfaction with the service of administrative agencies in all 63 provinces and cities nationwide.

In 2022, the Ministry of Home Affairs approved a new set of assessment criteria to amend, supplement, and update assessment criteria and methods to suit reality and contribute to promoting ministries, branches, and localities to successfully implement administrative reform goals and tasks.
The newly issued Administrative Reform Index includes 2 sets of assessment criteria for the ministerial and provincial levels. The ministerial administrative reform index is used to assess and rank 17 ministries, 2 ministerial-level agencies and 2 special agencies (Government Inspectorate, Ethnic Committee), including 7 assessment areas, 38 criteria and 97 component criteria. The total assessment score is 100 points, of which 31.50 points are assessed through sociological surveys.
The Provincial Administrative Reform Index is used to evaluate and rank 63 provincial and municipal People's Committees, with 8 assessment areas, 37 criteria and 88 component criteria. The total assessment score is 100 points, of which 32 points are assessed through sociological surveys.

To carry out the assessment to determine the 2022 Administrative Reform Index, the Ministry of Home Affairs conducted a survey of more than 86,000 ballots, including 36,095 ballots from the people; 50,109 electronic ballots surveyed the target group of civil servants, leaders, and managers at all levels in ministries, agencies, and localities.
Accordingly, the results of the 2022 Administrative Reform Index of ministries and ministerial-level agencies have 3 groups: Administrative Reform Index over 90 points, including 2 units: State Bank of Vietnam and Ministry of Justice.
The administrative reform index ranges from over 80 points to under 90 points, including 11 units, including: Ministry of Finance, Ministry of Home Affairs; Ministry of Information and Communications; Ministry of Natural Resources and Environment; Ministry of Agriculture and Rural Development; Ministry of Construction; Ministry of Transport; Ministry of Planning and Investment; Ministry of Labor - Invalids and Social Affairs; Ministry of Culture, Sports and Tourism and Ministry of Industry and Trade.
The administrative reform index is below 80 points for 4 units: Ministry of Education and Training; Ministry of Health; Ministry of Science and Technology and Ministry of Foreign Affairs.

The results of the 2022 administrative reform index of provinces and cities are divided into 3 groups as follows: Group A, achieving an Index result of 90 points or more, including 2 provinces and cities. Group B, achieving an Index result of 80 points - below 90 points, including 56 provinces and cities. Group C, achieving an Index result of 70 points - below 80 points, including 5 provinces and cities.
According to the assessment results, Quang Ninh returned to the top position in the 2022 Administrative Reform Index with a score of 90.10 points. Hai Phong city ranked 2nd with a score of 90.09 points. Ranked 3rd to 5th are the following localities: Hanoi (89.58 points), Bac Giang (88.54 points), Da Nang (87.54 points).
Nghe An province ranked 16th, reaching 86.67 points, up one place compared to 2021.
At the bottom of the 2022 Administrative Reform Index is Phu Yen province, with 75.99 points, 5.42 points lower than in 2021. In addition, some other localities also have quite low results in the 2022 Administrative Reform Index, such as Binh Thuan, with 79.45 points, ranked 60/63; Bac Kan, with 79.35 points, ranked 61/63; Cao Bang, with 77.55 points, ranked 62/63.
NGHE AN RANKED 14TH IN ADMINISTRATIVE SERVICE SATISFACTION INDEX IN 2022
Regarding the Satisfaction Index of Administrative Services in 2022 (SIPAS 2022), Quang Ninh province continued to rank first with 87.59%; Thai Nguyen ranked second with 86.26%; Ca Mau ranked third with 85.67%; Binh Duong ranked fourth with 85.52%; Thanh Hoa ranked fifth with 85.31%.
Binh Thuan is the province ranked last in the Satisfaction Index of Administrative Services in 2022 with 72.54%. Ranked 62nd is Cao Bang province with 74.81%, ranked 61st is Quang Nam province with 75%.

Nghe An province ranked 14th with 82.82%, up 21 places compared to 2021 when it ranked 35th.
The implementation of measuring people's satisfaction has been implemented nationwide by the Ministry of Home Affairs - the Government's Standing Agency for Administrative Reform - annually at the request of the Government since 2017 (in 2015, it was implemented in 10 representative provinces and cities).
2022 is the first year with major changes in the content and methods of measuring satisfaction. The content of measuring people's satisfaction in 2022 focuses on two aspects, including the development and implementation of important policy groups that directly affect people's daily lives and the provision of public administrative services in general.

The 8 selected policy groups include: Economic development policy; medical examination and treatment policy; general education policy; social order and safety policy; road traffic policy; domestic electricity policy; domestic water policy; social security policy.
The survey subjects for collecting information to measure satisfaction in 2022 are people (18 years of age or older), selected by stratified random sampling method to ensure representativeness and objectivity. The satisfaction index is calculated as the average percentage of all scores reflecting the satisfaction levels of the surveyed people.
Measurement results in 2022 show that rural people have a 4.96% higher satisfaction level with the service of state administrative agencies, compared to urban people, the satisfaction level of these two population groups is 82.37% and 77.41% respectively.
