Nghe An: Strengthening solutions to ensure traffic safety for foreign tourists

Nghe An: Traffic police and English teacher help foreign tourist in accident
(Baonghean.vn) - Recently, on Facebook, a clip appeared that was enthusiastically shared by many netizens and highly praised for the beautiful actions of the traffic police and an English teacher helping two foreign tourists who were injured after a traffic accident in Lat town - Tan Ky district.
To strengthen solutions to ensure traffic safety and order for foreigners in the province, the Provincial People's Committee requests:
The Department of Transport coordinates with the Department of Tourism to promote propaganda, guidance and promotion of tourist destinations at bus stations, bus stops, train stations and airports to guide and attract foreign tourists; at the same time, it is associated with propaganda and raising awareness of compliance with traffic safety laws for foreigners when coming to Nghe An.
Directing the strengthening of State management of transportation for contracted business vehicles and tourist passenger transport by trip; directing passenger transport and taxi business units in the province to improve service quality to ensure traffic safety for foreigners when coming to Nghe An, ensuring friendliness and safety.

Notably, the Department of Transport must direct the installation of additional bilingual Vietnamese-English signs on routes and tourist destinations with a large number of foreigners; strengthen inspection, examination, detection and timely handling of violations of traffic safety and order for tourist transport vehicles under contract for each trip, vehicles with foreign license plates operating in the province.
On the side of the Department of Tourism, the Provincial People's Committee requested to guide tourism companies and businesses in the province to propagate and raise awareness of foreign tourists in complying with the provisions of the law on traffic safety and order in Vietnam; the provisions of Vietnamese law for drivers of road motor vehicles participating in traffic, warning tourists about tourist destinations with high risk of traffic accidents, road sections that often have landslides in the rainy season, and fog in the winter.
Proactively provide information to local authorities and authorities about the situation related to foreign tourists who need to use motorbikes and scooters to participate in traffic; coordinate in inspecting and handling cases of foreign tourists violating Vietnamese traffic laws when requested.
The Department of Tourism must coordinate with the Department of Transport and related departments and branches to research and deploy the installation of tourist guide signs and accident warning signs at tourist attractions, lakes, dams, beaches, etc. where there are many tourists in two languages (Vietnamese and English) for foreigners to comply.
The official dispatch of the Provincial People's Committee also specifically requested tasks for the Provincial Police, the Department of Education and Training, the Standing Committee of the Provincial Traffic Safety Committee, the People's Committees of districts, cities, towns... in ensuring traffic safety for foreigners. This official dispatch strictly implements Official Dispatch No. 498/UBATGTQG of the National Traffic Safety Committee.
Previously, the General Department of Tourism also issued a document requesting local tourism management departments and tourism businesses to implement a number of measures to ensure traffic safety for international tourists in the context that recently, a number of traffic accidents have occurred nationwide involving foreigners driving motorbikes, leading to serious consequences; such as the case of a Polish female tourist who died in a motorbike accident in Dien Ban district, Quang Nam province on September 19; a drunk Russian tourist who caused a traffic accident that injured 3 people in Binh Thuan on October 14; two French and Spanish tourists who died in a motorbike accident in Meo Vac district, Ha Giang province on October 23, etc.
The number of foreign tourists visiting and staying in Nghe An is increasing. It is estimated that in 2018, the whole province welcomed nearly 117,000 foreign visitors, an increase of 16% over the same period in 2017.
Recently, on the social networking site Facebook, a clip appeared, which was enthusiastically shared by many netizens and highly praised for the beautiful actions of Nghe An traffic police and an English teacher helping two foreign tourists who were injured after a traffic accident in Lat town, Tan Ky district.
Accordingly, at 7:28 p.m. on April 15, 2018, a foreign couple driving through Lat town collided with the back of a vehicle of a person traveling in the same direction and was thrown onto the road. The minor accident scratched the face and knee of the foreign female backpacker. After the accident, the two guests were extremely confused and worried because they did not know how to handle the situation, so the people around called the traffic police to resolve the incident.
In the clip, the traffic police officers not only performed their duties but also took good care of the victim. One of the officers personally used a medical gauze pad to clean the wound on the face of the foreign female passenger who was very scared and panicked.
Along with the enthusiastic care of the police comrades, there was the image of a petite female teacher who acted as a professional interpreter for the two guests, helping the police comrades find out the cause of the incident and come up with the most peaceful solution.
