Nghe An strengthens solutions to prevent and stop especially serious traffic accidents.
(Baonghean.vn) - The People's Committee of Nghe An province has just issued Document No. 8845/UBND-NC dated October 19, 2023 on directing the strengthening of preventive solutions; preventing especially serious traffic accidents.
The document clearly states: Recently, the traffic order and safety situation in the country in general and Nghe An province in particular has had many complicated developments, with a number of particularly serious traffic accidents causing damage to people and property; including the accident that occurred on March 6, 2023 at Km05+800, provincial road 542E in Hung Trung commune, Hung Nguyen district (Nghe An) between truck 14C-201.03 and motorbike 37N1-576.04, killing 3 people and injuring 1 person.
Besides, there were also some casestraffic accidentserious involving teenagers, pupils, students driving motorbikes, electric motorbikes, electric bicycles.
To implement solutions to prevent and stop particularly serious traffic accidents, ensure traffic order and safety, and implement Official Dispatch No. 902/CD-TTg dated September 30, 2023 of the Prime Minister, the Provincial People's Committee requests:
1. Provincial Police:
- Directing local police and units to strengthen patrols, promptly detect, prevent and strictly handle violations of traffic safety and order; focusing on acts that are direct causes of traffic accidents and traffic jams such as: Drivers of vehicles with drugs in their bodies, violating regulations on speed and alcohol concentration; violating overloaded or oversized cargo; exceeding the prescribed number of people; driving in the wrong part of the road or lane; not wearing a seat belt; not wearing a helmet when participating in traffic...
- Strictly handle violations of traffic safety order by traffic participants using motorbikes, scooters, electric motorbikes, electric bicycles; focusing on teenagers with violations such as: Driving a vehicle when under the legal age; not having a driver's license when participating in traffic; not wearing a helmet and other similar violations; at the same time, strictly handle the responsibility of individuals who hand over vehicles to unqualified people according to the law; provide information on students who violate regulations on ensuring traffic order and safety to educational institutions for coordination in handling and education.

2. Department of Transport
- Directing comprehensive inspection and examination of compliance with regulations on business and conditions for automobile transportation business by transport enterprises, strictly handling according to law if violations are detected.
- Require transport businesses to organize health examinations and issue health certificates to transport drivers under the leadership of health agencies and supervision of local inter-sectoral agencies, promptly update and share information on driver health on current national data systems.
- Review and promptly and thoroughly handle black spots and potential traffic accident spots as requested by the Provincial Traffic Safety Committee, Traffic Police, press agencies and people.
3. Standing Committee of Provincial Traffic Safety Committee
- Preside and coordinate with the Red Cross and the Department of Health to organize training in first aid skills for traffic accidents for members and volunteers, giving top priority to rescuing injured victims.
- Coordinate with local authorities and traffic management units to review and propose timely handling of black spots and potential traffic accident spots in the whole province. Coordinate with the Department of Education and Training and the Youth Union to strengthen propaganda and instruct students on safe traffic skills with electric motorbikes, electric bicycles, and bicycles. Propagate to people not to let their children drive motorbikes or scooters when they are not of legal age or do not have a suitable driving license.

- Preside and coordinate with Road Management Area 2 and the Department of Transport to organize inspections and rectify traffic safety and order assurance work of construction units on operating routes.
4. Department of Education and Training
- Direct schools in the area to coordinate with parents to regularly remind and educate their children to voluntarily comply with traffic rules, wear helmets when riding motorbikes, do not drive motorbikes or scooters when underage or without a suitable driving license; coordinate with relevant agencies and units to strengthen propaganda and instruct students on skills to participate in traffic safety with electric motorbikes, electric bicycles, and bicycles.
-Principals of general schools require parents to sign and make a commitment with the school to ensure traffic safety for their children; not to let their children drive motorbikes or electric bicycles when they are not of legal age or do not have a suitable driving license; parents and families are responsible for disseminating legal knowledge and providing safe driving skills before allowing their children to drive motorbikes or electric bicycles.
5.Nghe An Provincial Youth Union
Promote the role and responsibility of Youth Union, Association and Pioneer organizations in schools in maintaining traffic order and safety; promote the Campaign "Students with traffic culture"; implement "If you drink alcohol or beer - Do not drive"; strengthen coordination in organizing activities to help young people improve their skills in participating in safe traffic; choose and use helmets of good quality and in accordance with regulations; and identify and avoid situations with the risk of traffic accidents.
6.People's Committees of districts and cities,town
- Review and propose measures to handle black spots and potential traffic accident spots on national highways and provincial roads passing through the area; implement measures to ensure traffic order and safety between branch roads and main roads and handle traffic infrastructure shortcomings on routes under management.
- Organize propaganda activities to educate about traffic safety laws, warn about traffic accidents caused by speeding, using alcohol, drugs, driving beyond the prescribed time limit, etc. Organize propaganda through the loudspeaker system of communes, wards and towns to warn about traffic accidents related to children and teenagers driving motorbikes and scooters when they are not old enough or do not have a driver's license; advise people not to give their children or siblings vehicles when they are not old enough or do not have a driver's license appropriate for the type of vehicle.
- Directing the district-level police to organize mobile patrol forces to promptly detect and handle violations of traffic safety and order, focusing on some common errors that cause traffic accidents such as: Teenagers using motorbikes, violating alcohol concentration, speeding, weaving, swerving; speeding; not wearing helmets, carrying bulky goods...
The Provincial People's Committee also requested the Provincial Radio and Television Station, Nghe An Newspaper, news agencies and newspapers in the province to:
