Nghe An strengthens control and handling of violations related to passenger transport during the April 30 and May 1 holidays
(Baonghean.vn) - Nghe An Provincial People's Committee requested to launch a peak period to ensure traffic order and safety during the holidays of April 30 and May 1, especially strengthening the control and handling of violations related to passenger transport activities.
In Document No. 3239/UBND-NC dated April 26 on implementing the task of ensuring traffic safety and order in the second quarter of 2023, the Provincial People's Committee requested:
Standing Committee of Provincial Traffic Safety Committee:
- Proactively organize inspection teams of the Provincial Traffic Safety Committee in some localities with high traffic accidents in the first quarter of 2023 to promptly report to the Provincial People's Committee to direct the resolution of existing problems and shortcomings in ensuring traffic safety.
- Preside over the organization of activities in response to the United Nations Global Road Safety Week (from May 12, 2023 to May 16, 2023) according to the plan of the National Traffic Safety Committee.

* Department of Transport:
- Take the lead in advising on documents related to assignment and decentralization in the field of traffic management; traffic organization; ensuring traffic safety...; directing bus stations and passenger transport businesses in the area to proactively develop transportation plans to ensure serving the travel needs of people and tourists before, during and after the April 30, May 1 holidays and the summer tourist season of 2023.
- Direct the Department Inspectorate to strengthen inspection and handling of violations, ensuring traffic order and safety for passenger transport vehicles on fixed routes, buses, and contract vehicles, especially during the Hung Kings' Commemoration Day, April 30, May 1 and summer 2023.

- Strengthen the application of science and technology, effectively exploit data from journey monitoring systems, cameras mounted on commercial transport vehicles...; promptly detect, prevent, and strictly handle violations by drivers and vehicle owners to reduce the risk of traffic accidents for commercial transport vehicles; strengthen the management of operating conditions of inland waterway passenger transport vehicles on the Lan Chau - Hon Ngu route.
- Strengthen inspection, review and timely handling of black spots and potential traffic accident spots in the area. Prioritize the use of road maintenance funds to fix "black spots" and "potential traffic accident spots" on routes under management.

Continue to strengthen the effective organization of patrolling, controlling and handling violations of traffic safety and order, focusing on handling violations that cause traffic accidents and traffic jams, focusing on regularly and resolutely checking and handling violations according to thematic groups such as: "Drivers on the road with drugs in their bodies, violating alcohol concentration"; "Controlling passenger transport vehicles, especially vehicles carrying students, workers, contract vehicles; cargo vehicles, vehicles carrying bulky and dangerous goods"; "Extending the vehicle body and carrying overloaded and oversized goods"; "speeding violations"; "Using fake documents related to drivers and vehicles".

- Launch a peak period to ensure traffic order and safety during the April 30, May 1 and upcoming summer holidays, especially strengthening the control and handling of violations related to passenger transport activities, resolutely not allowing the situation of passenger vans "cramming" passengers; promptly detecting and strictly handling the situation of transporting passengers and goods against regulations; picking up and dropping off passengers and goods at the wrong place (illegal bus stations); violating vehicles: Using cars for transport business without a business license, without badges or signs according to regulations (illegal vehicles); not complying with regulations on license plates (not switching to yellow background license plates for cars for transport business)...
- Proactively conduct basic investigations on vehicles and traffic participants, especially those who are students with poor awareness and frequently violate traffic safety regulations, for propaganda and education. At the same time, through communication channels, national population databases, traffic surveillance camera systems, etc., to determine the time, time frame, method, route and area where young people often organize illegal racing, drive in a row, weave in and out; promptly detect signs of gathering, cheering, inciting, racing and take measures to prevent and strictly handle them from the beginning, not allowing complicated incidents to arise.

- Review, research and propose the development, supplementation and completion of plans to prevent and resolve traffic congestion in accordance with the actual situation on each route and locality; propose measures to overcome unreasonable traffic organization, handle "black spots" and potential traffic accident spots.

- Implementing the work of ensuring traffic order and safety during the April 30 and May 1 holidays and the 2023 summer peak; Strengthening inspection of compliance with regulations on ensuring traffic safety for road and inland waterway transport business activities in the area.
- Launch a movement to mobilize households to voluntarily clear trees, lower the height of fences at corners, intersections between traffic routes including rural traffic routes, district roads, commune roads and corners from secondary roads to main roads; prioritize the construction of open fences (land can be donated to set back the fence) to facilitate traffic participants to observe and prevent traffic accidents at intersections.
- Review and propose solutions to handle black spots and potential traffic accident spots in the area. Prioritize the use of road maintenance funds to fix "black spots" and "potential traffic accident spots" on locally managed roads.

- For localities with high traffic accidents in the first quarter, it is recommended to organize a review and assessment of the responsibility of each locality and field for the increase in traffic accidents, and assign responsibility to leaders in ensuring traffic order and safety.

The Provincial People's Committee assigned the Vinh City People's Committee to develop and deploy a plan to implement solutions to prevent and combat traffic congestion; review the traffic light system, road signs, traffic signs, and road markings to repair and supplement to ensure scientific and reasonable traffic organization. Focus on restoring order to roadsides and sidewalks; thoroughly handle cases of building houses and mobile roofs on roadsides, sidewalks (Dao Tan Street area, night market, Pham Dinh Toai Street...) and other roads in the city. Inspect and handle the responsibilities of related organizations and individuals (if any) in assisting, allowing many new cases of violations of traffic safety corridors and urban sidewalks to arise. Proactively study and supplement some signs prohibiting air horns on inner-city and urban roads.
