Nghe An strengthens management of cadres and party members going abroad

Accordingly, in recent times, the Party Committee, the government, the Fatherland Front, socio-political organizations at the provincial level and the districts, cities and towns under the province have thoroughly grasped and strictly implemented the Regulations on unified management of foreign affairs activities and the regulations of the Party and the State on the overseas travel of cadres and party members. The good management of delegations on business trips and cadres and party members going abroad has become routine, contributing to improving the effectiveness of the province's foreign affairs work.

However, in recent years, some cadres and party members who went abroad and re-entered the country did not report to the Party Committee where they worked or the Party Committee directly in charge; some working delegations and cadres and party members reported when they went abroad, but when they re-entered the country, they did not report in writing to the Party Committee where they worked or the Party Committee directly in charge. The main reason for the above limitations and weaknesses is that some Party Committees, agencies, units, localities and some leaders and managers at all levels do not have a firm grasp of or have not seriously implemented the regulations on sending delegations on overseas business trips and on the management of cadres and party members going abroad.

To strictly manage delegations going on business trips abroad (visiting, working, researching...) and cadres and party members going abroad (working, studying, medical treatment, traveling, visiting relatives...) in accordance with current regulations of the Party and State, especially the Regulations on unified management of foreign affairs activities of the province, the Provincial Party Standing Committee requests Party committees at all levels, agencies, organizations, and localities to well implement the following contents:

1. Continue to thoroughly grasp and seriously implement Decision No. 1060-QD/TU dated March 31, 2017 of the Provincial Party Standing Committee on promulgating the Regulation on unified management of foreign affairs activities of Nghe An province; Directive No. 38-CT/TW dated July 21, 2014 of the Politburo on strengthening the management of delegations on foreign business trips and Regulation No. 58-QD/TW dated February 8, 2022 of the Politburo "Some issues on protecting internal Party politics".

2. The competent authority or person as prescribed or the agency or person authorized to manage diplomatic passports and official passports is responsible for managing diplomatic passports and official passports of officials, civil servants, public employees, workers... under its management according to the provisions of the Law on Exit and Entry of Vietnamese Citizens 2019.

3. The Party cell where the activity takes place and the Party Committee directly managing it are responsible for monitoring and managing cadres and Party members going abroad; reporting to competent authorities when there is a request for cadres and Party members going abroad; the Party Committee and the head of the agency or unit shall consider and handle or propose that the competent Party Committee and head consider and handle when cadres and Party members violate Party and State regulations in relations and contacts with foreign individuals and organizations.

4. Within 15 working days after entering the country, the head of the working delegation, cadres and party members must have a full and honest report in writing to the Party Committee, Party cell where they are working and the Party Committee directly managing them on compliance with Vietnamese law, the law of the host country, and relations with foreign individuals and organizations.

5. The Party Executive Committee of the Provincial People's Committee directs the Provincial People's Committee to direct the Department of Foreign Affairs to coordinate with relevant agencies and units to review the content of Decision No. 1060-QD/TU, dated March 31, 2017 of the Provincial Party Standing Committee on promulgating the Regulation on unified management of foreign affairs activities of Nghe An province, and advise the Provincial Party Standing Committee to review and amend (if necessary).
