Nghe An strengthens festival management and organization in 2024
(Baonghean.vn) - Nghe An Provincial People's Committee has just issued Official Dispatch No. 164/UBND-VX dated January 9, 2024 on strengthening the management and organization of festivals in 2024.
Accordingly, the Provincial People's Committee requests provincial departments, branches, sectors, and mass organizations; People's Committees of districts, cities, and towns; People's Committees of communes, wards, and towns with festival activities to strictly implement the provisions of Decree No. 110/2018/ND-CP dated August 29, 2018 of the Government on festival management and organization; Directive No. 30/CT-TTg dated February 15, 2023 of the Prime Minister, ensuring that festival activities are organized solemnly, in accordance with traditional rituals, practically, safely, economically, in accordance with civilized lifestyle, preserving and promoting the cultural traditions of the nation and good customs and practices of the locality.

The document also requires the People's Committees of districts, cities and towns; the People's Committees of communes, wards and towns and the festival organizing committees to be directly responsible for managing and organizing festivals in the area, strictly managing the registration and notification of festival organization according to regulations; proactively developing implementation plans, solutions and conditions for festivals in the area to take place safely and without errors.
In addition, actively propagate the rights and responsibilities of festival participants, the responsibilities of agencies, units, localities, and festival organizing committees. Propagate and mobilize to raise awareness and responsibility of all levels, sectors, people and tourists to seriously implement State regulations on festival organization, the origin of festivals, relics and characters worshiped and honored, the values and meanings of beliefs and traditional rituals; on practicing civilized lifestyles at festivals and relics; limit the burning of votive offerings and votive paper, ensuring safety and savings.
Proactively develop plans to ensure security, order, social safety, fire prevention, environmental protection, food hygiene and safety, traffic safety, and river safety (for festivals with activities taking place on rivers).
Strengthen inspection, examination and supervision before, during and after the organization of festivals, promptly prevent and strictly handle violations, especially acts of taking advantage of relics and festivals for personal gain, inciting violence, illegally circulating and trading cultural products; prevent acts of taking advantage of relics, festivals and beliefs for illegal profits; resolutely not allow acts of jostling, fighting, superstitious activities, disguised gambling, begging, small change exchange services for profit, etc., excessive sound volume, chaos in ritual practices at relics and festivals; organize festivals against regulations, causing waste and expense, violating regulations on implementing civilized lifestyles.
In this dispatch, the Provincial People's Committee assigned the Department of Culture and Sports to preside over and coordinate with relevant units and localities to inspect and examine the management and organization of festivals, and the implementation of civilized lifestyles at festivals and relics according to the provisions of law./.
