Nghe An strengthens inspection and supervision of compliance with traffic discipline and order by cadres, civil servants and public employees.
Nghe An Provincial People's Committee has just issued Plan No. 771/KH-UBND dated October 10, 2024 on implementing Directive No. 35/CT-TTg dated September 17, 2024 of the Prime Minister on handling cadres, civil servants, public employees and soldiers in the armed forces who violate regulations on driving vehicles with alcohol concentration in blood or breath and do not cooperate with the authorities in handling violations.
Plan No. 771/KH-UBND of the Provincial People's Committee identifies 8 key tasks:
1. Widely disseminate and implement Directive No. 35/CT-TTg of the Prime Minister to 100% of civil servants, public employees and armed forces.
Thereby raising awareness, sense of law compliance and self-cultivation and training as well as responsibility and obligation in ensuring traffic safety and order for cadres, civil servants and public employees.

2. Enhance the role and responsibility of leaders and heads of agencies and units directly employing cadres, civil servants, public employees and soldiers of the armed forces; strengthen discipline in cadre management, strictly and in accordance with regulations when cadres, civil servants, public employees and soldiers of the armed forces violate alcohol concentration when participating in traffic or do not cooperate with functional forces in handling violations; thereby, rectifying, deterring and building ethical standards and awareness when participating in traffic.
3. Organize widespread propaganda on mass media and press agencies about the implementation of the Directive. No. 35 of the Prime Minister; creating a strong effect and spread of awareness of compliance when participating in traffic for the masses in general and awareness of compliance with traffic laws of cadres, civil servants, public employees, and soldiers of the armed forces in particular.
4. Synchronously implement measures to strengthen, rectify, set examples, and build an increasingly better image in compliance with legal regulations in general and awareness of law compliance when participating in traffic in particular of cadres, civil servants, public employees, and soldiers of the armed forces in the area.
5. Direct units and localities to base on their functions, tasks and management areas to issue implementation plans suitable to the practical situation; thereby, creating the participation of the entire political system and the masses in advising and implementing the contents of Directive No. 35 and bringing awareness and culture when participating in traffic into life.
6. Directing the strengthening of patrols and controls, promptly detecting and handling cases of officers, civil servants, public employees, and armed forces soldiers violating the law and regulations on driving vehicles with alcohol concentration in blood or breath; not cooperating with functional forces in handling violations to notify the agencies managing officers.
7. Strengthen inspection, examination, supervision and guidance on the implementation of Prime Minister's Directive No. 35 for units and localities. Timely detect and commend collectives and individuals with outstanding achievements; criticize and correct collectives and individuals who violate or do not implement seriously and effectively.
8. Assign responsibilities and coordination mechanisms in exchanging, receiving information, synthesizing the situation and results of implementing Directive No. 35 of the Prime Minister in Nghe An province to report to the Prime Minister and the Ministry of Public Security in accordance with regulations.

To perform the tasks well, the Provincial People's Committee requiresDirectors of departments, heads of sectors and Chairmen of People's Committees of districts, cities and towns:
Focus on directing and promoting the pioneering, exemplary and leading role of cadres, civil servants, public employees and armed forces soldiers in complying with traffic laws; thereby, creating changes, raising awareness, habits and sense of law compliance of cadres, civil servants, public employees and armed forces in the area, first of all traffic laws as well as other legal regulations in society.
When there is a notice from a competent authority about a cadre, civil servant or public employee under its management violating alcohol concentration and not cooperating with the authorities in handling the violation, the cadre management agency must, based on the provisions of the law on disciplining cadres, civil servants and public employees and the specific regulations of the agency or unit, strictly implement the handling procedure.
The handling must ensure objectivity, fairness, publicity, strictness, accuracy, timeliness, proper authority, order and procedures, strictly prohibiting the covering up or concealment of shortcomings of violating cadres, civil servants and public employees.
The Provincial People's Committee also emphasized the need to consider the responsibility of the heads of agencies and units directly employing cadres, civil servants and public employees who have many people violating alcohol concentration, not complying with orders and requests of law enforcement forces or not strictly or promptly handling cadres, civil servants and public employees who have committed violations under their management.

Opposite towith the Provincial Police Director, The Provincial People's Committee proposes:
- Direct the police of units and localities to comply with the spirit of patrolling, controlling, inspecting and handling traffic law violations."Rule of law",“no forbidden zone,no exceptions”,Do not accept interference or influence to ignore violations; strictly discipline officials who do not thoroughly handle or ignore violations during the process of handling administrative traffic violations.
The handling process must be verified. If the violator is a cadre, civil servant, or public employee who violates the alcohol concentration while driving a vehicle and does not cooperate with the authorities in handling the violation, the agency or unit managing the cadre must be notified for consideration and handling in accordance with regulations.
- In cases of driving vehicles violating traffic laws related to alcohol concentration causing traffic accidents, opposing behavior, disturbing public order, obstructing the performance of duties of functional forces, it is necessary to promptly consolidate records, investigate, coordinate with the Procuracy and Court to strictly handle according to the provisions of law.

The Provincial People's Committee proposed to strongly promote the role of supervision, actively participate in detecting and giving public comments and criticism on traffic law violations by officials, civil servants and public employees, especially driving after consuming alcoholic beverages.
