(Baonghean.vn) - From November 14, 2022, people can change their driving licenses online, but so far, according to statistics in the province, only 62 cases have been done. Meanwhile, the Provincial Public Administration Service Center is always overloaded.
Overloaded live, "unsold" online
At 9am, at boxes 16 and 17, the Department of Transport's document reception department, located in the Provincial Public Administration Service Center, a large number of people were waiting to submit their documents. People standing and sitting almost filled this area.
Ms. Nguyen Thi Mai, residing in Nghi Lien commune (Vinh city), said that she had come here since 8am, when she got a number to enter the waiting area but it was not her turn yet. Although she knew that she could do the driver's license renewal procedure online, she was hesitant to do it because she was not familiar with technology. Although it was a waste of time and she had to wait, according to Ms. Mai, "I am not very familiar with technology, I am afraid that doing it online will be too complicated, so I went in and did it directly, if there is anything, I can ask the officer receiving the application to make it faster."

Similarly, Mr. Nguyen Thai Luc, residing in Do Luong district, also said that although his driver's license will expire in nearly 2 months, he had to go to Vinh city for work so he went to change it. "Before that, I tried 2-3 times on the Public Service Portal but could not do it because the CCCD number did not match the phone number registered with the owner before, and I "heard" that I had to go to the commune to electronically authenticate the health certificate, so I gave up...", Mr. Luc said.
According to the officer receiving the application, currently, changing the driving license is very convenient, citizens can sit at home to do the procedures very easily and receive the driving license at home through the public service of the Post Office. However, most people still have the habit of going to work directly, which not only takes time and effort to travel, but also puts a lot of pressure on the receiving officer when the number of applications is too much during the day. In addition to arranging 2 officers to receive the application, on peak days, 1 more officer must be arranged to support, but still cannot meet the requirements. On average, over 300 applications are received each day, but only about 150 applications are processed, of which 70% are cases of changing the driving license.

According to the Department of Transport, from November 14, 2022, people can stay at home to change their driving licenses through online public services at level 4 (nationwide). However, since its implementation, the number of people changing their driving licenses online is still limited, according to the statistics compiled so far, only 62 cases have been successful, while the number of people coming to the Provincial Public Administration Service Center has increased, leading to overload.
According to Mr. Tran Anh Tuan - Head of Vehicle and Driver Management Department, Department of Transport, at the beginning of the implementation, the connection with the health examination database was limited. To get an electronically certified health examination certificate to serve the exchange of driving license, people had to have a health examination at a medical facility, then go to the People's Committee at the commune or ward level for electronic certification. But now there are 23 medical facilities in the area connected, and 5 more are being deployed. Along with that, looking up violations on the Public Service Portal is convenient (automatically updated due to connection with the violation management page of the Traffic Police Department and the Vietnam Road Administration)...

Method 1 (recommended):Carry out the procedure for exchanging driving licenses online through the National Public Service Portal at https://dichvucong.gov.vn and the Online Public Service Portal of the Vietnam Road Administration at https://dvc4.gplx.gov.vn. (The application for online exchange of driving licenses level 4 includes: Photo or scan file of both sides of the Citizen Identification Card; Photo or scan file of both sides of the Driving License; Portrait photo file on a blue background; Health certificate of the driver (except for those with A1, A2, A3 driving licenses) electronically certified by the People's Committee of the commune or Electronic Health Certificate issued by a medical facility).
Method 2:Go directly to the central post office of districts, cities and towns in Nghe An province to submit your application.
Method 3:Go directly to the Nghe An Provincial Public Administration Service Center to complete the procedures. (The application for changing the driving license issued by the Department of Transport according to method 2 and method 3 is specified in Article 38, Circular No. 12/2017/TT-BGTVT dated April 15, 2017, including: Application for changing the driving license; Health certificate of the driver (except for those with driving licenses of class A1, A2, A3); Copy of driving license; Copy of ID card or Citizen ID card, or passport).
Thus, Nghe An is currently maintaining all three methods in parallel to facilitate people when they need to renew their driving licenses when they expire. However, in reality, renewing driving licenses on the National Public Service Portal from November 14, 2022 nationwide is a policy in line with the roadmap for building digital government as well as creating convenience and reducing time and effort for people to travel.
Therefore, along with upgrading the National Public Service Portal software to make it easier for people to operate when changing their driving licenses, functional agencies and local authorities need to coordinate and promote propaganda work so that people know, access and implement, because in fact this is a step forward in administrative reform, creating great conditions in reducing people's travel time and effort, especially in localities far from the center.
This is also the content directed by the Provincial People's Committee in Document No. 2886 dated April 17, 2023 on coordinating propaganda and guiding the issuance and renewal of road motor vehicle driving licenses. Accordingly, along with the direction of propaganda on newspapers and radio, the document clearly states "Assigning the People's Committees of districts, cities and towns to strengthen propaganda work and issue documents directing the Centers of Culture, Sports and Communications, People's Committees of communes, wards and towns to widely propagate to the blocks, hamlets, villages and hamlets".
