Building and rectifying the Party and the political system aims to enhance the Party's leadership and governance capacity, enhance the effectiveness and efficiency of the political system's operations for the development of each sector, locality, agency and unit; contribute to strengthening the people's trust in the Party and the State at all levels. Therefore, in recent times, all levels in the province have focused on building the Party and the political system with specific solutions.

Regarding Tuong Duong district, the exchange of comrade Mac Van Nguyen - Member of the Standing Committee, Head of the District Party Committee's Organization Board affirmed: The most important solution is to pay attention to propagating and thoroughly understanding the resolutions, regulations and directives of the Party at all levels to Party organizations, cadres and Party members to know and unify their awareness of the responsibility to implement, including thoroughly understanding the requirements for implementation.

Along with that, it is necessary to urge, inspect and supervise the implementation to promptly correct shortcomings, especially to fulfill the responsibility of setting an example for cadres and party members in implementing resolutions, regulations and directives of the Party, setting an example in studying and following Ho Chi Minh's ideology, morality and style. Tuong Duong District Party Committee focuses on arranging and perfecting the key team and heads of district-level departments and branches, especially at the commune level, with capacity, qualifications, enthusiasm, and ability to lead and "lead" the movement in each locality through rotation and transfer of cadres from "top to bottom", from "bottom to top" and rotation horizontally between district-level departments, branches and branches, and between communes.

Currently, Tuong Duong district has 16/17 commune-level Party secretaries and 11 chairmen and vice chairmen of commune-level People's Committees who are not local people. Tuong Duong district Party Committee focuses on developing party members as "core" in the blocks and villages; currently, 100% of block, village and hamlet leaders are party members and many branch heads and branch secretaries are party members.

In Nam Dan district, the Party building and political system work is focused on by the District Party Committee to consolidate and improve weak grassroots Party organizations. According to comrade Nguyen Thac Au - Standing Committee member, Head of the District Party Committee's Organization Committee, the approach of Nam Dan district is: The Standing Committee and the District Party Committee's Standing Committee strengthen work with the executive committees and standing committees at weak grassroots levels, with limitations in implementing Party building tasks and implementing the congress resolution targets, to both remove difficulties and obstacles; and assign specific responsibilities and commitments to create changes.

In 2023 and the first 6 months of 2024 alone, Nam Dan District Party Committee worked with 6 communes and after the meeting, all communes had positive changes; of which 3 communes reached the advanced new rural finish line and 3 communes continued to strive to reach the finish line in 2024. In some cadres who did not have any changes, the district resolutely replaced and rotated their jobs; including 1 Party Committee Secretary and 2 Commune People's Committee Chairmen. Attention was paid to training, fostering, and improving professional qualifications and skills, along with assessing the actual level of task completion of cadres and civil servants at all levels; improving the quality of Party cell activities, ensuring improved leadership capacity, and performing well the role of "extended arms" of Party committees at all levels.

Focus on comprehensive Party building and rectification in all fields

Building and rectifying the Party and a strong political system to ensure the good implementation of the mechanism: the Party leads, the State manages, the Fatherland Front and socio-political organizations act as the core for the people to be the masters. However, in practice, the leadership capacity and fighting strength of some Party committees and organizations are still limited. The management, direction and operation of authorities at all levels, especially at the grassroots level, have not met the requirements, and are of low effectiveness and efficiency. The methods of operation of the Fatherland Front and socio-political organizations are sometimes and in some places slow to innovate, lack flexibility and are not closely related to reality.

Based on local and grassroots practices, the Standing Committee of the Nghe An Provincial Party Committee issued Project No. 31, dated June 5, 2024, and Directive No. 29, dated June 6, 2024, on strengthening the building and rectification of the Party and the political system of Nghe An province to be clean and strong. Accordingly, the Standing Committee of the Provincial Party Committee requested Party committees at all levels, authorities, the Fatherland Front, and socio-political organizations to deploy a number of key tasks and solutions.

First of all, focus on building the Party in terms of ethics, associated with promoting the study and following of Ho Chi Minh's ideology, ethics and lifestyle, and the exemplary responsibility of cadres and party members, especially leaders. Promote the arrangement of the apparatus in the political system towards streamlining, effective and efficient operations; build a team of cadres, key cadres and leaders at all levels with sufficient ethics and professional capacity to successfully complete assigned tasks; strengthen the management of cadres, party members, civil servants and public employees in performing their duties and implementing Party regulations.

Along with that, focus on building a professional, effective, efficient government apparatus at all levels that is truly of the people, by the people, and for the people; promote the role of the Fatherland Front, socio-political organizations, and all classes of people in participating in building and rectifying the Party and the political system.

Strengthen inspection and supervision work, promptly detect and strictly handle violations, resolutely remove from the Party and State apparatus cadres, party members, civil servants and public employees who have degraded political ideology, ethics and lifestyle, and have obstructed, caused trouble and harassed people and businesses; resolutely and persistently fight against corruption, negativity, embezzlement and waste.
