Nghe An: Strengthening the handling of violations of oversized, overloaded vehicles, and passenger transport vehicles violating regulations during Tet
(Baonghean.vn) - Nghe An Provincial People's Committee has just issued Official Dispatch No. 374/UBND-NC dated January 15, 2022 requesting to strengthen control and handling of violations against oversized, overloaded vehicles, illegal passenger transport vehicles, and homemade vehicles.
Accordingly, to strengthen the control and handling of violations against oversized, overloaded vehicles, cars with less than 12 seats operating in illegal transportation, farm vehicles, and homemade 3-4-wheel vehicles, contributing to ensuring traffic safety and order in the coming time. Especially before, during and after the Lunar New Year and the Spring Festival 2022.

Nghe An Provincial People's Committee requests:
-Standing Committee of Provincial Traffic Safety Committee:Take the lead in coordinating with relevant units to advise the Provincial People's Committee to establish interdisciplinary teams led by leaders of the provincial police and leaders of the Department of Transport to inspect and handle violations of oversized and overloaded vehicles, cars with less than 12 seats operating in illegal transportation, farm vehicles, and homemade 3-4-wheel vehicles in the first quarter of 2022.
- The Department of Transport directs the Transport Inspectorate to continue to strengthen the control of road vehicle loads in accordance with regulations; focus on controlling loads at key areas for loading and unloading goods (key traffic and construction works, ports, wharves, yards, stations, mines, warehouses, etc.); strictly handle vehicles that expand the size of the vehicle's walls and cargo bed for the purpose of overloading goods; coordinate with competent authorities to inspect and handle violations against vehicles with foreign license plates operating in the transport business with signs of overloading or oversized goods when requested.

Combine handling of violations with propaganda and dissemination of laws on vehicle load to mineral exploitation enterprises, management units of train stations, seaports, inland waterway wharves, works and projects under implementation.
Direct the Nghe An Motor Vehicle Inspection Center and request the Motor Vehicle Inspection Centers in the province to resolutely refuse to inspect vehicles that change the size of the sidewalls, trunks or reinforce other details of the vehicle for the purpose of carrying overloaded goods. At the same time, recommend the Vietnam Register to strengthen inspection and supervision of the activities of the Motor Vehicle Inspection Centers in the province; request the Inspection Centers to strictly comply with the procedures and regulations related to technical safety and environmental protection inspection of motor vehicles, and strictly handle violations.

In addition, the Provincial People's Committee also requested the Department of Transport to review and install additional, fully and in accordance with regulations, signs limiting the load of bridges and roads on the managed routes. Directing subordinate units to request patrol and inspection forces, road management units to regularly monitor the operation of overloaded and oversized vehicles operating on the assigned routes. Coordinate to promote propaganda and dissemination of laws, mobilize people and vehicle owners to strictly comply with traffic safety laws, especially for vehicle owners operating in the business of transporting goods and passengers by car; organize to review and mobilize cases of keeping agricultural vehicles, homemade 3-wheeled and 4-wheeled motor vehicles to voluntarily dismantle and destroy the vehicles.

At the same time, direct the police of units and localities to strengthen patrols, control, proactively detect and strictly handle violations of overloading, exceeding the size limit; vehicles that have expired their use period, expired inspection; cars with less than 12 seats operating passenger transport business in violation of regulations; agricultural vehicles; homemade 3-wheel and 4-wheel vehicles; driving vehicles with drugs or alcohol in the body; vehicles with foreign license plates operating illegally.
Organize a review of inappropriate legal regulations and unreasonable traffic organization to propose to competent authorities for consideration and amendment. Grasp the situation of activities of organizations and individuals who broker and sell fake driving licenses to handle according to the provisions of law.

- Department of Information and Communications, Nghe An Newspaper, Provincial Radio and Television Station:Coordinate with the Provincial Traffic Safety Committee to strengthen the dissemination of legal regulations on handling violations of oversized, overloaded vehicles, 3- and 4-wheeled homemade vehicles; agricultural vehicles; mobilize businesses and households to voluntarily comply with the law on traffic safety and order. Disseminate the penalty levels according to the new regulations in Decree No. 123/2021/ND-CP dated December 28./2021 of the Government.
- People's Committees of districts, cities and towns:Directing the strengthening of measures to ensure traffic safety in the area; establishing an interdisciplinary team, with the core being the Police and members of the District Traffic Safety Committee, to simultaneously inspect and handle violations of oversized and overloaded vehicles in the area; farm vehicles; homemade vehicles; and cars with less than 12 seats operating in the passenger transport business in violation of regulations.
At the same time, strengthen propaganda and mobilize organizations and individuals to actively monitor, detect and promptly report cases of oversized and overloaded vehicles; agricultural vehicles; homemade vehicles; cars with less than 12 seats operating in the passenger transport business in violation of regulations in the area to the competent authorities via the hotline of the District Traffic Safety Committee for handling.

- Notice to organizations, individuals, and businesses engaged in the business of transporting goods and materials for leveling the ground at highway projects and key works in the area to strictly comply with the provisions of the law on traffic safety and order, not to transport goods and construction materials that are oversized or overloaded; to take measures to cover and prevent materials from falling on the road, affecting traffic safety and environmental pollution; if there are violations, they will be punished according to current regulations.
- Directing local police to coordinate with the Provincial People's Committee's interdisciplinary inspection teams to handle violations, arrange temporary detention of violating vehicles, as well as unloading; at the same time, effectively use fixed and mobile weight scales provided in vehicle weight control activities, regularly monitor the situation, develop and deploy plans, topics, patrol plans, control, and handle violations of traffic order and safety, focusing on cutting the sides and boxes of vehicles that arbitrarily change the size of the vehicle's box against regulations on national highways, provincial roads, district roads, rural roads, roads on dykes, etc.
For the Road Administration Department II and road BOT units, the People's Committee of Nghe An province requests the Road Inspectorate to strengthen coordination in inspection, control, and strict handling of violations of vehicle load, side and body size according to authority and legal regulations; strengthen control of vehicle load on roads managed by the Road Administration Department II. Coordinate in exchanging and providing information to the Department of Transport and the Provincial Police on the situation of violations of load and size limits on roads in the province; information and data on the issuance of Licenses for overloaded and oversized vehicles to serve the management and handling of violations.
