Nghe An creates consensus in arranging cadres and civil servants in merged units
Currently, all levels in the province are focusing on implementing the arrangement of the apparatus, cadres, civil servants, and non-professional workers, ensuring the effective operation of the new apparatus.

Resolution No. 1243 dated October 24, 2024 of the Standing Committee of the 15th National Assembly on the arrangement of district- and commune-level administrative units of Nghe An province for the 2023-2025 period takes effect from December 1, 2024.
On that basis, the Provincial Party Standing Committee issued Plan No. 285 dated November 18, 2024 and the Provincial Party Organization Committee issued Instruction No. 12 dated November 20, 2024 on the arrangement of organizational apparatus, arrangement and implementation of policies for cadres, civil servants, public employees and non-professional workers in localities implementing the arrangement of district- and commune-level administrative units in the period 2023 - 2025.
Accordingly, the reorganization of the Party, government, Fatherland Front and socio-political organizations of Cua Lo town and a number of grassroots Party organizations under the Nghi Loc District Party Committee when merging into the Vinh City Party Committee must be completed before December 31, 2024. The reorganization, transfer and reception of Party organizations and Party members in commune, ward and town Party Committees; the reorganization of the Fatherland Front and socio-political organizations at the commune level must be completed before December 31, 2024. The reorganization of the People's Council and People's Committee of the commune must be completed before December 25, 2024.

Faced with urgent progress requirements, all levels in the province are currently focusing on implementing steps in the process of arranging the organizational apparatus and staff, civil servants, and non-professional workers.
In the period of 2023 - 2025, Thanh Chuong district has 16 communes and towns that must be reorganized to form 7 communes and towns, reducing 9 communes after the merger. The implementation of the process of reorganizing the apparatus in the political system is carried out by the district in parallel with the arrangement and assignment of cadres, civil servants, and non-professional workers at the commune level. Currently, the steps are being implemented in accordance with the plan of the Provincial Party Committee and the guidance of the Provincial Party Committee's Organization Board.
However, according to comrade Nguyen Trong Anh - Member of the Standing Committee, Head of the Organizing Committee of Thanh Chuong District Party Committee: The most difficult thing is to select and arrange key cadres at the commune level, especially for the two positions of Party Secretary and Chairman of the People's Committee of the commune or town, when having to select 1 person out of 2 or 3 people currently holding the position in the communes about to merge to arrange. The district is basing the evaluation criteria through monitoring the results of leadership, direction and movements of the locality in recent years; through the evaluation of the comrades in charge of the region, the comrades in charge of the points and the leaders of the People's Council, People's Committee, Fatherland Front Committee and socio-political organizations of the district; through grasping the public opinion of cadres and party members.

The Head of the Organizing Committee of Thanh Chuong District Party Committee also said: Based on the initial personnel plan submitted to the Standing Committee, the Standing Committee of the District Party Committee gave opinions; the Organizing Committee of the District Party Committee continued to work with the Party Executive Committee of each commune, including meeting each cadre individually to discuss the arrangement plan, at the same time, doing ideological work, then submitting to the Standing Committee, the Standing Committee of the District Party Committee to issue a decision to appoint the Executive Committee, Standing Committee, Secretary, Deputy Secretary of the new units after the merger; introduce and lead the election of the Inspection Committee, Chairman, Deputy Chairman of the Inspection Committee and leadership positions under the authority of the People's Council at the commune level to elect.
The Standing Committee of the District Party Committee also approved the policy for the new commune and town Party Executive Committees to conduct the process of introducing and electing leadership positions of the Vietnam Fatherland Front and socio-political organizations of communes and towns according to the charter of each organization.

Mobilize staff to agree on the arrangement
To facilitate the arrangement of cadres and civil servants; Thanh Chuong District Party Committee assigned the District Party Committee's Organization Board and the Department of Internal Affairs to coordinate with the District Social Insurance to calculate the salary regime and support policies of the Central and the province for each cadre and civil servant eligible for early retirement to propagate and mobilize cadres and civil servants to retire early.
As a person eligible for early retirement, comrade Tran Quoc Hung - Chairman of Thanh Khe Commune People's Committee confided: "Although my qualifications and capacity are sufficient to undertake the work; however, in the context of commune merger, to facilitate the organization of staff arrangement and assignment, create opportunities for young people to contribute, and on the other hand, in terms of regimes and policies that the Central and the province care about, I voluntarily wrote an application for early retirement."
Up to this point, out of a total of 71 redundant full-time cadres due to the merger of communes in Thanh Chuong district, 39 people are eligible for early retirement and have been propagandized and mobilized by the District Party Committee's Organizing Committee, and 30 people have voluntarily applied for early retirement.

In Dien Chau district, the District Party Committee's Organizing Committee has established two working groups to work in 10 communes and towns subject to merger to exchange and grasp the thoughts and aspirations of each comrade in the commune and town Party Executive Committee; grasp public opinion before advising on the development of personnel plans for the Executive Committee, Standing Committee, Secretary and Deputy Secretary in the new units.
Comrade Nguyen Van Loi - Member of the Standing Committee, Head of the Organization Committee of Dien Chau District Party Committee said: Currently, in 10 communes and towns subject to merger into 5 communes, there are a total of 192 cadres, civil servants and 106 non-professional workers. The number of cadres, civil servants and 70 non-professional workers arranged in 5 communes after the merger is 110 cadres, civil servants and 70 non-professional workers; there are 36 surplus cadres, 46 civil servants and 36 non-professional workers. Dien Chau District Party Committee pays attention to objectively evaluating cadres to select people with sufficient qualifications, capacity, experience, qualities, and higher prestige, and include them in the personnel plan for the new apparatus; along with the arrangement, it is necessary to do a good job of propaganda, mobilization, and ideological work, creating high consensus among cadres, civil servants, and people on the policy of arranging and assigning cadres in the new apparatus.

The Provincial Party Committee's Organizing Committee issued Instruction No. 12 dated November 20, 2024, accordingly, the principles for arranging and assigning cadres, civil servants, public employees and non-professional workers in new administrative units must ensure the prescribed standards and conditions; the source of cadres selected for appointment and election to hold equivalent positions and positions higher than the positions before the administrative unit arrangement must have high prestige, outstanding capacity and better meet the standards and conditions for appointment and nomination; pay attention to cadres with a lot of experience, a history of dedication, and cadres with basic training who are capable of meeting the requirements of immediate and long-term tasks.
On the other hand, the arrangement of cadres, civil servants and public employees in new administrative units must be associated with the preparation of personnel for party congresses at all levels for the 2025-2030 term and personnel for the positions of standing members of the People's Council, leaders of the People's Committee, and People's Council delegates at all levels for the 2026-2031 term.
Localities need to arrange the number of deputies and the number of cadres, civil servants, public employees, and non-professional workers in accordance with current regulations of the Central and the province for new district- and commune-level administrative units after the arrangement.
