Faced with urgent requirements for progress, all levels in the province are currently focusing on implementing steps in the process of arranging the organizational structure and staff, civil servants, and non-professional workers.

In the period of 2023 - 2025, Thanh Chuong district has 16 communes and towns that must be reorganized to establish 7 communes and towns, reducing 9 communes after the merger. The implementation of the process of reorganizing the apparatus in the political system is carried out by the district in parallel with the arrangement and assignment of cadres, civil servants, and non-professional workers at the commune level. Currently, the steps are being implemented in accordance with the plan of the Provincial Party Committee and the instructions of the Provincial Party Committee's Organization Board.

However, according to comrade Nguyen Trong Anh - Standing Committee member, Head of the Organization Board of Thanh Chuong District Party Committee: The most difficult thing is to select and arrange key cadres at the commune level, especially for the two positions of Party Secretary and Chairman of the People's Committee of the commune or town, when having to select 1 person out of 2 or 3 people currently holding the position in the communes about to merge for arrangement. The district is basing the evaluation criteria on monitoring the results of leadership, direction and movements of the locality in recent years; through the evaluation of the comrades in charge of the region, the comrades in charge of the points and the leaders of the People's Council, People's Committee, Fatherland Front Committee and socio-political organizations of the district; through grasping the public opinion of cadres and party members.
