Nghe An: Creating a closed, interconnected battle formation in the fight against and prevention of human trafficking crimes

Although all levels, sectors and functional forces have implemented many synchronous solutions, the situation of human trafficking crimes in Nghe An province continues to be complicated. The methods and tricks of criminals are increasingly sophisticated.

Set the trap of "easy work, high salary"

According to authorities, human trafficking crimes often occur in rural and mountainous areas, where the population has low education levels, economic difficulties, many people are unemployed, and people are gullible and easily lured, enticed, and deceived.

The victims of human trafficking are mainly children and women in difficult circumstances; young girls who want to escape from their local agricultural work, hoping to find leisurely jobs with higher incomes; children without adult supervision...

The subjects mainly take advantage of acquaintances or intermediaries to approach victims, entice them, and promise to find them jobs with high salaries; or openly bargain, inviting victims to marry foreigners to have a rich life and have money to help their families, so some victims believe and voluntarily follow.

Typically, recently, the People's Court of Nghe An province opened a trial of Cut Thi Lien (born in 1992), from Bao Thang commune (now Chieu Luu commune, Nghe An) and Cut Thi Tuyet (born in 1989), both residing in Chieu Luu commune. Lien used to participate in women's activities in the village, but just because of greed, that woman and her accomplice Cut Thi Tuyet (the niece of Lien's brother) tricked and sold a 14-year-old girl to a foreign country. Both of them talked about going there to get married, living a prosperous life, the family would have money...

Faced with the sweet promises of the subjects, the 14-year-old girl agreed. Eight years later, when the victim fled back to her country, Lien's actions were exposed.

At the trial on June 30, 2025, the People's Court sentenced Cut Thi Lien to 12 years in prison and Cut Thi Tuyet to 10 years in prison for the crime of Child Trafficking.

Along with the direct approach and enticement methods of Lien and Tuyet, recently, the subjects often use social networks (Zalo, Facebook, Telegram...) to find ways to lure and deceive victims into selling.

Notably, human trafficking criminals are now targeting young workers who are looking for jobs abroad with high salaries, luring victims to leave the country to intermediate countries and then taking them to autonomous regions in Laos, Cambodia, Myanmar... to force them to commit crimes such as online fraud, gambling...

Typically, on April 11, 2025, the authorities arrested two subjects: Bui Thi Thao (born in 1994), from Dien Kim commune, former Dien Chau district (now Hai Chau commune), Nghe An; residing in Ho Chi Minh City and Le Van Ha (born in 1999), residing in Tam Dinh commune, former Anh Son district (now Nhan Hoa commune), Nghe An province for human trafficking, successfully rescuing 6 victims who were tricked into being sold to Myanmar.

In practice, the criminals are mainly women who have worked and lived in China, then returned to the area, colluding with some local subjects in the border area to form closed networks to lure and deceive women and children to sell to China for profit.

In particular, there are some subjects who were victims of human trafficking, now returning to hook up with, lure and sell others. In addition, there are also subjects who scam citizens to work abroad, then sell them to international criminal fraud rings in the Golden Triangle.

In the period of 2021-2025, Nghe An province discovered 47 cases and 84 subjects related to human trafficking crimes. The locations of human trafficking were mainly concentrated in China; recently, other locations of human trafficking have appeared in Laos, Cambodia, Myanmar... which are the third countries of crimes that have been increasing recently such as Fraudulent appropriation of property, gambling. Of the total 47 cases discovered, 40 were in China (accounting for 85.1%), 5 were in Laos (accounting for 10.6%), 1 was in Myanmar (accounting for 2.15%), 1 was in Vietnam (accounting for 2.15%).

Synchronously deploy solutions

Pursuant to Decision No. 193/QD-TTg dated February 9, 2021 of the Prime Minister approving the Program on prevention and combat of human trafficking for the period 2021 - 2025, with a vision to 2030, the Provincial People's Committee has issued many documents directing the synchronous implementation of solutions to combat and prevent.

In particular, focusing on communication work in many forms; integrating human trafficking prevention into socio-economic development programs, such as sustainable poverty reduction programs, preferential policies, vocational training, job creation, health care policies, social security... to prevent and limit the risks of human trafficking crimes.

The Provincial People's Committee has also directed functional forces (Police, Border Guards, etc.) to resolutely implement professional prevention work, contributing to limiting the occurrence of human trafficking crimes. At the same time, strengthen patrols and controls, proactively grasp the situation, classify subjects who regularly do business, live or travel across the border area; strictly manage entry and exit activities, control, and identify acts of lack of transparency or falsification of passports, visas, identity cards and household registration books for the purpose of going abroad.

Attention has also been paid to receiving and supporting victims of human trafficking. Over the past 5 years, Nghe An provincial authorities have received and verified 54 suspected victims of human trafficking. All victims, upon being rescued and returning home, were supported with basic needs such as food, transportation, accommodation, and personal items during their journey to their locality and while working with authorities.

In case the victims are children or minors, the authorities will invite their families to pick them up or send a guardian to take them back to their families.

In addition to the participation of functional forces, departments, branches, local authorities and social organizations also coordinate well in verifying, identifying, receiving, returning, protecting and supporting victims. In particular, they have regularly coordinated with non-governmental organizations (Hagar, Blue Dragon Children, Peaceful Arms) to rescue, receive and support victims who are women and children who were trafficked to China; coordinated with Department C02, V02 - Ministry of Public Security to verify, identify and receive victims who were trafficked abroad.

Continue to attack and suppress

Forecasting that human trafficking crimes in Nghe An will continue to have complicated developments, on July 1, 2025, the Provincial People's Committee issued Official Dispatch No. 6325/UBND-NC requesting departments, branches, sectors, organizations, People's Committees of communes and wards to strengthen preventive solutions; deploy a peak period of communication and attack, suppress human trafficking crimes throughout the province (from July 1 to July 30, 2025) with the theme for 2025: "Human trafficking is an organized crime - Stop the exploitation".

The provincial police closely coordinate with departments, branches, sectors and localities to do a good job of social prevention, propaganda, dissemination and education of laws on preventing and combating human trafficking, especially on social networking platforms; maintain and expand effective models of activities in the movement of All people protecting national security and preventing human trafficking crimes. Promote the implementation of international cooperation activities, especially with the provinces of Laos bordering Nghe An on preventing and combating human trafficking to promptly exchange information, maintain hotlines, coordinate investigations, arrests, transfers, and wanted criminals of human trafficking and receive and support victims of Nghe An people who are trafficked.

The Provincial Military Command directs the Border Guard forces at all levels to advise local Party committees and authorities and coordinate with functional agencies to effectively implement the Party's guidelines, policies and laws of the State on socio-economic development and to strengthen and consolidate national defense, security and foreign affairs in border areas; deploy programs and models to promote effectiveness in preventing human trafficking crimes. At the same time, closely coordinate with the Police force to launch a high point of attack and suppression of human trafficking crimes on the border, border gates, sea, islands and areas under its management, creating a continuous, closed battle formation from the inland to the border areas in the fight against and prevention of human trafficking crimes.

The Provincial People's Committee also assigned the People's Committees of new communes and wards to effectively implement local socio-economic development plans; pay attention to solving labor and employment issues for high-risk groups who are victims of human trafficking crimes.(such as the poor or those with difficult family circumstances, broken marriages, victims of domestic violence, ignorant people, those who tend to work far away...). Pay attention, have measures to attract and create jobs for local people... help people improve their lives and proactively prevent human trafficking crimes.
