Attending the meeting from Nghe An province were: Mr. Ho Duc Phoc - Secretary of the Provincial Party Committee, Mr. Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, the Vice Chairmen of the Provincial People's Committee, members of the Provincial Party Standing Committee, and leaders of several departments and agencies.

Accordingly, economic growth accelerated, with GDP increasing by 7.24%, higher than the growth rate of the past two years. Structural transformation is moving in the right direction. Average GDP per capita reached 25.37 million VND/year. Budget revenue reached 7,652 billion VND, an increase of 20.7% compared to the same period. In the first two months of the year, the Provincial People's Committee granted investment certificates to 33 projects with a total registered capital of 1,847 billion VND. Agriculture has seen the development of several high-tech application models. Food production in 2014 reached its highest level ever with over 1.2 million tons. Infrastructure and transportation have received significant investment. Nghe Tinh folk songs have been recognized by UNESCO as an intangible cultural heritage of humanity.
Regarding the results of mobilizing resources to implement the criteria for New Rural Development: The total capital mobilized and integrated for the Program over 4 years is 15,375.5 billion VND. Of which, people's contributions amount to 4,303.5 billion VND, accounting for 28%.

Localities have constructed and upgraded 2,776 km of various types of canals and ditches, and upgraded hundreds of irrigation works such as embankments, sluices, and pumping stations serving irrigation purposes, with a total investment of 2,972 billion VND. To date, 127 out of 431 communes have met the irrigation criteria, accounting for 29.5%. Regarding electricity: 2,506 km of various types of power lines have been constructed and upgraded, ensuring the needs of production and daily life in rural areas, with a total investment of 1,634 billion VND. To date, 306 out of 431 communes have met the electricity criteria, accounting for 70.9%. Regarding schools: 850 out of 1,564 schools at all levels have been built to national standards, with a total investment of 2,133 billion VND. To date, 178 out of 431 communes have met criterion number 5 (schools), accounting for 41.3%. The entire province has built 562 standard cultural centers and upgraded 190 rural markets.
Throughout the province, 200 out of 431 communes have completed land consolidation and exchange. The province has established 28 large-scale model fields for rice, peanuts, and corn production, achieving high yields and economic efficiency, increasing value by at least 10-15% or more; and 469 effective production development support models... The quality of grassroots Party organizations in rural areas has been improved, their content and methods of operation have been reformed, and their role as the core leadership in implementing political tasks at the grassroots level has been enhanced.

After four years of implementing the New Rural Development program, by the end of 2014, the entire province had 33 communes meeting all 19 criteria, accounting for 7.7%; and 63 communes meeting 15-18 criteria. Compared to the target of having 87 communes meeting the New Rural Development standards by the end of 2015, the pace is still slow compared to the plan; the movement is uneven across different regions.
In 2015, the entire province strived to have an additional 81 communes meet the new rural standards (the target set by the Provincial People's Council was 54 communes). Regarding poverty reduction, the province's poverty rate was 10.28% in 2014, and is expected to decrease to 7.5% by 2015. On average during the 2010-2015 term, the poverty rate decreased by 3% per year, exceeding the target set by the Party Congress resolution. Over the past five years, the province has reduced the number of poor households by 104,834. Chairman of the Provincial People's Committee Nguyen Xuan Duong also proposed several urgent issues to the Deputy Prime Minister.
Opinions from the Ministry of Finance and the Ministry of Planning and Investment all indicate that Nghe An has now formed key production areas and specialized farming zones with high efficiency, and the new rural development movement is developing strongly. However, Nghe An still faces challenges in the process of economic development and poverty reduction.
Concluding the working session, Deputy Prime Minister Vu Van Ninh commended the province's leadership and guidance in economic development and poverty reduction. He highly appreciated the results in building new rural areas, investing in transportation infrastructure, and poverty reduction in Nghe An. The province has maintained a high rate of economic development, with many indicators meeting and exceeding targets, especially in poverty reduction, education and training, transportation infrastructure investment, and maintaining national defense and security. The Deputy Prime Minister also agreed with the goals and solutions set forth by Nghe An.

According to the Deputy Prime Minister, Nghe An needs to be considered within the context of regional development. It should attract more businesses providing supporting services and businesses investing in rural agriculture to ensure the circulation of rural goods.
Nghe An needs to focus on policies supporting businesses investing in agriculture and rural areas. During the process of building new rural areas, it is necessary to further promote the implementation of the "Three Rural Issues" policy, focusing on production, increasing people's income, and ensuring tangible results rather than chasing achievements. In addition, resources need to be balanced to ensure the success of the new rural development program. It is also important to replicate successful agricultural production models linked to product consumption and the application of science and technology.
The Deputy Prime Minister stated that Nghe An has the foundation to achieve its set goals for new rural development, while also focusing on poverty reduction in mountainous areas and completing the 2015 plan targets.
