Nghe An focuses on minimizing procedures and time for investment licensing

On March 28, the Provincial Party Standing Committee met to listen to reports on the implementation of administrative reform pilot projects of 7 agencies and units in the province. Comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation chaired the meeting.

Also attending were comrades: Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; comrades in the Standing Committee of the Provincial Party Committee and representatives of leaders of a number of provincial departments and branches.

Immediately after receiving instructions from the Provincial Party Committee, the Provincial People's Committee, the Departments of Planning and Investment, Natural Resources and Environment, Finance, Construction, Transport and the Provincial People's Committee Office, the Vinh City People's Committee focused on developing, promptly approving and promulgating the Administrative Reform Project after the Provincial People's Committee approved the content.

Following the outline issued by the Provincial People's Committee, the 7 units have built on the following axes: institutional reform; administrative procedure reform and implementation of the one-stop mechanism, the interconnected one-stop mechanism; organizational structure; improving the quality of civil servants and public employees; public finance reform, and administrative modernization.

Leaders of 7 units presented to the Provincial Party Committee Standing Committee the basic contents of the Administrative Reform Project, clearly stating their units' working methods, notably focusing on reviewing and shortening the time to complete administrative procedures, and inspection and control work for officials and civil servants performing public duties.

At the meeting, the opinions of the comrades in the Standing Committee and the Provincial Party Committee's Standing Committee acknowledged the efforts of 7 units in developing the content and implementing the administrative reform project; at the same time, on that basis, the core issue is still the people implementing it to ensure high efficiency.

Standing Deputy Secretary of the Provincial Party Committee Nguyen Xuan Son emphasized that units need to achieve the goal of minimizing procedures and processing time, building the most scientific and responsive resolution process.

Units must also improve the mechanism for monitoring the performance of public duties by officials and civil servants. "To have good administrative reform, how can we monitor those performing public duties?" - the Standing Deputy Secretary of the Provincial Party Committee emphasized; at the same time, it is required that in addition to the 7 pilot units, it must be synchronously linked with the administrative reform work of the whole province to have good results because the procedures are related to many other units.

Regarding this content, sharing at the meeting, Director of the Department of Planning and Investment Nguyen Van Do said that, in conjunction with the development of the Project to implement the resolutions of the 6th Conference of the 12th Party Central Committee, the Department has distributed work diaries to all cadres and civil servants.

Every day, each officer and civil servant records a work diary, on that basis, after 2 months, this unit synthesizes and reviews the job titles of each position; on the other hand, the leaders of the Department of Planning and Investment also require each officer and civil servant to "suggest" at least one initiative in administrative reform, thereby improving the spirit and responsibility in performing public duties.

Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Xuan Duong emphasized that in 2018, the province determined to promote administrative reform and the selection of 7 pilot units was extremely necessary.

Based on the project, the Chairman of the Provincial People's Committee proposed to strengthen inspection and supervision; promote propaganda and public information for departments and branches to compete and learn, and for people and businesses to monitor and reflect.

Chairman Nguyen Xuan Duong suggested that the Provincial Party Standing Committee and relevant units strengthen inspection and evaluation; the Department of Home Affairs inspect and monitor quality and publicize the results on the media.

Concluding this content, Provincial Party Secretary Nguyen Dac Vinh welcomed the 7 units that, despite being able to build elaborate projects in a short time, proposed specific tasks.

The Provincial Party Secretary emphasized that the goal of administrative reform is essentially to improve the efficiency and effectiveness of administrative work, along with modernization, demonstrating increasingly better transparency, thereby helping to facilitate more comprehensive inspection and supervision.

Requiring units to focus on effectively implementing the contents set out in the administrative reform project, Secretary Nguyen Dac Vinh emphasized two specific contents: administrative procedures must be reviewed and reduced to the maximum extent; at the same time, shortening the time for processing procedures for people and businesses.

"I hope that the review of administrative procedures and shortening of time will be done well," the Provincial Party Secretary pointed out.

In particular, the head of the Provincial Party Committee paid special attention to reviewing and shortening the time for granting investment licensing procedures and budget disbursement procedures.

"The province is waiting for you to reform, especially investment procedures" - the Provincial Party Secretary emphasized.

On the other hand, comrade Nguyen Dac Vinh also proposed solutions to collect opinions from people and businesses, VCCI to have more information for better implementation.

In that spirit, the Provincial Party Secretary requested 7 units to promote good implementation according to the approved Project, and at the same time requested the Department of Home Affairs as the standing agency on behalf of the Provincial People's Committee to accompany and focus on inspection and supervision work to help the units implement well./.
