(Baonghean.vn) - Implementing the direction of the Provincial People's Committee in Document No. 692/UBND-NN dated January 25, 2024, the Department of Agriculture and Rural Development has just issued a Plan to patrol, inspect and control fishing activities in coastal waters of Nghe An in 2024.

Accordingly, in Plan No. 362/KH-SNN dated January 30, 2024,Nghe An Department of Agriculture and Rural DevelopmentEmphasize the following key contents:

The purpose and requirements of the peak law enforcement inspection are to prevent and promptly and strictly handle violations of illegal, unreported and unregulated fishing activities (anti-IUU fishing).

In addition, strengthen patrol and control activities of participating forces and coordinating forces (Border Guard, Police, local authorities and other relevant units) in combating IUU fishing. Through patrol and inspection activities, disseminate regulations on combating IUU fishing and the 2017 Fisheries Law to ship owners and captains.

In the processpatrol, check, control,Handling of violations must be strict, honest, objective, in accordance with legal regulations, working procedures and regimes; ensuring safety for people and vehicles during the performance of duties; being proactive in preventing, controlling and detecting to promptly stop IUU exploitation activities, strictly handling violations according to regulations. Harassment, causing trouble and difficulties for organizations and individuals engaged in mineral exploitation activities is strictly prohibited.

The inspection content includes checking compliance with legal regulations on fishing activities and logistics services in coastal waters and offshore areas of Nghe An, focusing on checking and handling the situation of "3 no" vessels (no fishing license, expired fishing license,fishing in prohibited areasexploitation) but still go to exploit during the mining ban period.

In addition, other exploitation activities according to the Law on Fisheries are also inspected, including: using prohibited fishing gear and fishing nets; using electric shock tools, explosives, and toxic substances to exploit aquatic resources; operating in violation of the content of the Exploitation License in the exploitation area; not marking fishing vessels; not recording, not recording enough, not correctly, not submitting exploitation logs, purchasing logs, and transport logs; not equipping VMS voyage monitoring equipment, etc.

The subjects and scope of inspection are fishing vessels operating in fisheries and fishing logistics services in coastal waters and offshore areas of Nghe An.

The inspection period is expected to be divided into 2 phases, of which phase 1 is from February 2024 to April 2024, with 2 trips/month; phase 2 is expected from May to October 2024, with 1 trip/month.
