Nghe An focuses on improving social insurance and health insurance coverage rates
(Baonghean.vn) - In the last 6 months of 2023, relevant levels and sectors need to focus on completing targets on social insurance and health insurance coverage and effectively managing and using the estimated health insurance medical examination and treatment expenditure in 2023.

On the afternoon of August 4, the People's Committee of Nghe An province held a conference to review and evaluate the performance of the Steering Committee for the implementation of social insurance and health insurance policies at the provincial level in the first 6 months of the year; and deploy directions and tasks for the last 6 months of 2023.
Comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee and Comrade Hoang Van Minh - Director of Nghe An Provincial Social Insurance chaired the conference. Attending the conference were members of the Provincial Steering Committee; leaders of 23 medical facilities in the province.

By the end of June 2023, the whole province had 3,027,092 people participating in social insurance, health insurance, and unemployment insurance. Of which, the number of people participating in social insurance was 378,109, an increase of 1.04% compared to 2022, reaching 22.5% of the working-age labor force, reaching 90.22% of the target assigned by the Provincial People's Committee.
The number of people participating in unemployment insurance is 246,586 people, reaching 92.27% of the target assigned by Vietnam Social Security. The number of people participating in health insurance is 2,916,407 people, reaching 95.06% of the target assigned by Vietnam Social Security, reaching a health insurance coverage rate of 92.53% compared to the population.
Total revenue from social insurance, health insurance, and unemployment insurance as of June 2023 reached over VND 4,043,176 million, reaching 46.8% of the plan assigned by Vietnam Social Security, 0.7% higher than the national average.

However, in the process of implementing social insurance and health insurance policies in Nghe An province, many shortcomings and limitations are still revealed. The social insurance coverage rate is still low compared to the requirements set by the Provincial People's Council and the Provincial People's Committee in 2023.
The situation of delayed payment of social insurance and health insurance for a long time still occurs in some enterprises. Many medical examination and treatment facilities use funds that exceed the estimated health insurance expenditure allocated by the Government. In particular, recently, some medical staff at some medical facilities have been discovered to have created many fake medical records to take advantage of health insurance.
In 2023, Nghe An has set a target of striving to achieve 93% of people participating in health insurance; 24.9% of the workforce participating in social insurance...
At the conference, delegates focused on discussing solutions to implement this target as well as discussing solutions to effectively use the estimated health insurance medical examination and treatment expenditure.

Concluding the conference, Comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee highly appreciated the drastic participation of the Steering Committee members in coordinating with departments, branches and sectors in implementing social insurance and health insurance policies.
Thereby, it has created a change in awareness and action; well implemented the set targets and tasks; done well in administrative reform; developed technical services to serve patients. In particular, it has clarified and pointed out the violations and problems surrounding the exploitation of health insurance.
Comrade Bui Dinh Long stated: In the coming time, members of the steering committee and departments, branches and localities need to continue to perform well the 5 tasks and 9 groups of solutions to successfully complete the set goals. In particular, the focus is on 2 tasks of completing the targets on social insurance and health insurance coverage and effectively managing and using the estimated expenditure for health insurance examination and treatment in 2023./.
