On August 20, in Hanoi, under the chairmanship of Prime Minister Pham Minh Chinh, the Government Office held an online conference with 63 provinces and cities nationwide to discuss solutions for developing a flexible, modern, sustainable and integrated labor market. Also attending were Deputy Prime Minister Vu Duc Dam and leaders of relevant ministries and branches.

Speaking at the opening of the conference, Prime Minister Pham Minh Chinh emphasized that labor is a basic input factor of all production and business activities and of the entire economy. Along with building a socialist-oriented market economy, our Party and State always pay attention to developing the labor market, identifying human resource development as one of the three strategic breakthroughs. At the same time, labor and employment are identified as one of the very important contents in the socio-economic development strategy.

In recent years, the labor market in Vietnam has developed in both breadth and depth, increasingly integrating, gradually approaching the regional and world labor market. Currently, the rate of training has increased year by year, the rate of trained workers with degrees and certificates has reached 26.2%. The labor structure continues to shift in a positive direction, reducing the proportion of labor in the agricultural sector, increasing the proportion of labor in the industrial and service sectors. The issue of job creation has been promoted, contributing to maintaining the general unemployment rate of the whole country always fluctuating between 2.2-2.3%.
However, the Vietnamese labor market is still fragmented, unprofessional, lacking flexibility and not really sustainable; research, forecasting, matching supply and demand and updating the labor market information system are not really effective.
In Nghe An, the average number of people reaching the age of joining the province's labor force each year is approximately 45,000 - 50,000 people; The number of workers working in the economic sector is 1,600,000 people; The labor structure has shifted in a positive direction, reducing labor in the agricultural, forestry and fishery sectors, increasing labor in the industrial, service and commercial sectors...
In recent years, each year, the provincial budget has allocated a fund to support local employment creation, adding about 2.5 - 3 billion VND to the source of loans for job creation. Each year, nearly 50,000 workers have jobs. However, due to the high labor supply in the province, Nghe An's economic development capacity can only meet 80% of the employment needs of workers. Every year, tens of thousands of local workers still have to move to other provinces and cities; the unemployment rate in urban areas remains at 2.8%...
At the conference, delegates focused on discussing the current situation of Vietnam's labor market, identifying current advantages, opportunities, difficulties and challenges to propose solutions to support the development of a flexible, modern, sustainable and integrated labor market.

Concluding the conference, Prime Minister Pham Minh Chinh emphasized a number of specific solutions on directions, tasks, and solutions for developing the labor market in the coming time.
Accordingly, the Prime Minister suggested raising awareness of the labor market with the law of supply - demand and competition; continuing to perfect institutions, synchronous and unified legal policies so that the labor market develops in a flexible, modern, complete, sustainable and internationally integrated direction, in order to fully liberate production capacity, focus on developing skilled labor, promote sustainable job creation, and high income; continuing to internalize and specify labor standards in accordance with Vietnam's conditions and international standards that Vietnam has committed to and ratified.
On the other hand, it is necessary to focus on building a modern and transparent labor market management system; promote investment in digitalizing labor and employment management connected with digitalizing population management; focus on investing in mechanisms, policies, and resources to build a multi-layered, multi-sector labor market information and forecasting system with different levels of qualifications.

In addition, it is necessary to pay attention to labor migration, promote linkages between domestic labor markets, and establish an automatic supply-demand connection mechanism between domestic and foreign markets. Create jobs in rural and mountainous areas so that people can work in their hometowns with stable incomes, so that workers do not have to leave their hometowns. Implement housing support policies for workers and laborers in industrial parks and large cities.
Along with that is the comprehensive innovation of the training and vocational education system in an open and flexible direction to improve the quality of education and training, to improve the quality of human resources, take advantage of the golden population opportunity, serve the process of economic restructuring, meet the process of industrialization and modernization of the country in the context of the fourth industrial revolution. Focus on training foreign language skills, discipline, order... to integrate with the world labor market.
