Nghe An established 23 commune and ward trade unions after streamlining, ensuring to take care of the interests of union members and workers in the new situation.

In order to improve the quality and efficiency of operations, to meet the requirements of tasks in the new situation, Nghe An Provincial Labor Federation has developed a Project to establish Commune and Ward Trade Unions in the province.

Lean to be effective

The establishment of Commune and Ward Trade Unions will comply with the principleslean, effective, efficient, based on specific criteria and conditions, suitable to the practical activities of the Trade Union in the locality.

According to the regulations of the Vietnam General Confederation of Labor, communes and wards with 1,500 union members and 10 or more grassroots unions will establish a commune or ward union. For communes and wards that do not meet the conditions, the inter-commune/ward union model will be implemented by joining a neighboring commune or ward with a large number of union members or many grassroots unions. This union will be responsible for managing union members, grassroots unions and developing new union members in the cluster, with the goal of reaching a minimum of 1,500 union members and 10 grassroots unions/trade unions.

Ms. Phan Thi Trang - Deputy Head of the Trade Union Work Department, who directly participated in the project development, said: Nghe An will carefully implement the establishment of Trade Unions at the commune and ward levels, based on Regulation No. 301-QD/TW on the staffing of the Vietnam Fatherland Front Committee at the commune level (oriented at about 8-10 staffing levels). In the immediate future, Trade Unions at the commune and ward levels will be established in 6 communes and wards that meet the criteria of 1,500 union members and 10 grassroots trade unions, along with 17 inter-commune/ward trade unions formed from the combination of communes and wards with many union members or many grassroots trade unions, ensuring geographical and distance advantages. Thus, the total number of Trade Unions at the commune and ward levels in the whole province will be 23 units. The structure of the Executive Committees of these units will be from 9 to 15 members, and the Inspection Committee from 3 to 5 members.

Regarding staff arrangement, each commune and ward level Trade Union will have 2 staff, including 1 Vice Chairman of the Fatherland Front and Chairman of the commune and ward Trade Union and 1 full-time Trade Union staff. With 23 established Trade Union units, the total number of full-time Trade Union staff at the commune and ward level in the whole province is 46 people.

Notably, in some mountainous communes such as Anh Son, Nhan Hoa, Vinh Tuong, Con Cuong, Muong Xen, Huu Kiem, Tam Quang, Tam Thai, Tuong Duong, Que Phong, Muong Quang, Quy Chau, due to the geographical distance and limited number of union members and grassroots unions, the province will arrange 1 Vice Chairman of the Fatherland Front in charge of the union to ensure management work.

After the administrative unit arrangement, Nghe An has 130 new communes and wards, of which 84 communes and wards have Trade Unions, with 86,935 union members. Notably, 17 communes and wards have 1,500 or more union members, while the remaining 67 communes and wards have less than 1,500 union members. In particular, Hung Chau commune has the highest number of union members with 8,059 people, while Phuc Loc commune has only 5 union members.

Extended arm

As the “extended arms” of the provincial trade union, the commune and ward trade unions will undertake many important responsibilities. According to the project approved by the Provincial Party Committee Standing Committee on July 8, the commune and ward trade unions will be responsible to the Provincial Federation of Labor and the commune and ward party committees for directing and organizing trade union activities and workers’ and labor movements in the area. At the same time, they will coordinate with the authorities and socio-political organizations of the commune and ward to carry out local political tasks andUnion work.

The core task of the Commune and Ward Trade Union is to propagate and raise awareness among union members and workers about the Party's guidelines and policies, the State's policies and laws, and the tasks of the Trade Union organization, contributing to improving political, cultural, legal, professional and technical qualifications.

Not only stopping at propaganda, the Trade Union also directly participates in protecting the rights of workers. Specifically, the Trade Union will guide and support the grassroots Trade Union in negotiating, signing and monitoring the Collective Labor Agreement, as well as dialogue at the workplace. This unit also contributes to the development of local policies related to labor, employment and social security, at the same time, closely monitors the implementation of labor laws, Trade Unions and regimes and policies for union members and workers. All legitimate and legitimate aspirations and wishes of union members and workers will be collected and resolved by the Trade Union, including the settlement of complaints and denunciations about rights and benefits.

Furthermore, the Commune and Ward Trade Unions will coordinate with agencies, units and enterprises to care for and protect the legitimate and legal rights and interests, build material and spiritual life, improve working conditions and take care of the health of union members and workers. Coordinating with local Party committees, authorities and functional agencies to build harmonious, stable and progressive labor relations in enterprises and ensure security for workers and laborers is also an important task.

The work of developing the organization and improving the quality of activities is also focused on. The commune and ward trade unions will organize to mobilize workers to join the trade union organization, establish grassroots trade unions and trade unions in the area, at the same time, innovate and improve the quality of trade union activities. The trade union also guides the assessment and classification of the quality of grassroots trade unions and trade unions annually and participates in building the Party and the people's government. Patriotic emulation movements will be guided, implemented, and encouraged for grassroots trade unions and trade unions to closely connect with the people and properly exercise their rights and obligations according to the Trade Union Charter.

Finally, the Commune and Ward Trade Unions are responsible for urging the collection of Union funds and fees, and at the same time, managing and using Union finances and assets in accordance with the provisions of law and the Vietnam General Confederation of Labor.

Regarding authority, the Commune and Ward Trade Unions are authorized to send Trade Union officials to organizations, units, enterprises and cooperatives to propagate, mobilize and guide workers to join and establish grassroots Trade Unions and grassroots trade unions. Commune and Ward Trade Unions also have the right to specify documents of the Party and higher-level Trade Unions to guide the activities of grassroots Trade Unions and grassroots trade unions.

The establishment of Commune and Ward Trade Unions is associated with the arrangement and assignment of a team of specialized Trade Union officials to ensure sufficient quantity and quality, contributing to the good performance of assigned tasks, gradually improving the effectiveness of Trade Union activities, meeting the requirements of tasks in the new situation. In the coming time, if any commune or ward meets the criteria, Nghe An province will continue to propose to establish a Trade Union organization”.

In addition, the Commune and Ward Trade Unions have the right to participate with local authorities and competent agencies in inspecting, supervising and monitoring the implementation of regimes, policies and laws related to the rights and interests of union members and workers; resolving labor disputes and collective work stoppages. Representing and protecting the legal and legitimate rights and interests of union members and workers in accordance with the provisions of law and representing workers under their authorization to file labor lawsuits in court when the legal and legitimate rights and interests of the collective of workers are violated./.
