Nghe An establishes Department of Ethnic Minorities and Religions

The Provincial People's Committee has just issued a plan to establish the Department of Ethnic Minorities and Religion under the Nghe An Provincial People's Committee (based on the Provincial Ethnic Affairs Committee taking over the functions and tasks of organizing the state management apparatus for religion from the Department of Internal Affairs).

According to the plan, the establishment of the Department of Ethnic Minorities and Religion (based on the Provincial Ethnic Affairs Committee taking over the functions, tasks, and organizational structure for advising on state management of religion from the Department of Internal Affairs) will ensure a streamlined, rational, effective, and efficient organizational structure, meeting the operational requirements of a multi-sectoral and multi-field state management advisory department, while perfecting and clearly defining the functions, tasks, and powers; restructuring, streamlining, and improving the quality of the department's officials and employees to meet the requirements of the tasks in the new situation.

The number of departments in the two agencies before the merger was 5 divisions and equivalents; of which: the Provincial Ethnic Affairs Committee had 4 divisions and the Religious Affairs Committee under the Department of Internal Affairs (equivalent to a division within the department).

It is expected that after reorganization, merger, and consolidation, the four departments will remain under the Department of Ethnic Minorities and Religions, while retaining the Religious Affairs Division as a subordinate unit of the Department of Ethnic Minorities and Religions, as follows:

(1) Office of the Department of Ethnic and Religious Affairs;

(2) Inspectorate of the Department of Ethnic and Religious Affairs;

(3) Policy Department;

(4) Planning and General Affairs Department;

(5) Religious Affairs Committee.

Regarding the personnel plan:

Based on practical conditions and standards, the leadership team of the agency or unit decides to select personnel who meet the requirements of the new agency or organization after the reorganization; the selected personnel may be from within or outside the merged or consolidated agency or organization. If the head of the agency or organization undergoing the reorganization is not appointed to continue as head, they will be assigned to a leadership position in any vacant positions (if any) or at the next lower level and will receive the benefits as prescribed by the Government on organizational restructuring. Specifically, the selection of leadership personnel follows the principle: (1) Prioritize personnel with higher-level planning; (2) Prioritize personnel who are not under disciplinary review or currently serving a disciplinary period; (3) For surplus leadership personnel, assign them to agencies or units that do not yet have a leadership position, assign them to other suitable leadership positions with appropriate capabilities, qualifications, and management experience; (4) If it is not possible to arrange a position, arrange a deputy position in the unit after the merger, or prioritize arranging a deputy position in another department that is suitable to the aspirations, abilities, qualifications and requirements of the job position, but with the allowance coefficient of the head position and equivalent for a period not exceeding 5 years (or until the end of the term of reappointment to the current position) from the date of rearranging the job position.

Based on the actual number of deputy heads of agencies and organizations undergoing mergers or consolidations, the leadership team of the agency or unit shall decide whether to appoint them as deputy heads of the new agency or organization after the restructuring, or to transfer them to another agency or organization according to job requirements and the capabilities of the personnel.

For the time being, the number of deputy heads of agencies and organizations formed after the reorganization may be higher than the regulations, but agencies and units must develop a plan to reduce the number of deputy heads according to general regulations within 5 years (from the date the competent authority approves the organizational reorganization plan); specifically: (1) Mechanically add the number of deputy heads of agencies and units after the merger (the number according to the Government's regulations); (2) Until the end of the period not exceeding 5 years (or the end of the term of reappointment to the current position) from the date of reorganization of work positions, there is no limit on the average number of deputy heads in units subject to merger; (3) No new deputy heads of agencies and units subject to merger or reorganization due to merger will be appointed until the number of deputy heads of these agencies and units is ensured according to the regulations of the competent authority.

Proposed plan regarding headquarters, finances, assets, and land:

- After its establishment, the Department of Ethnic Minorities and Religions is responsible for coordinating with relevant agencies to manage the budget in accordance with current regulations.

ButInitially, to stabilize operations and arrange workplaces for officials, civil servants, and employees, the current state of public assets managed by the two agencies will be maintained. After the establishment, a roadmap will be developed to consolidate operations at a single headquarters, and plans for handling other public assets will be advised in accordance with regulations.

Policies and regulations regarding officials, civil servants, public employees, and workers who leave their jobs:

In accordance with State regulations, guidelines from the Ministry of Interior, and competent authorities.

CURRENT SITUATION, ORGANIZATIONAL STRUCTURE, STAFFING OF OFFICIALS, PUBLIC EMPLOYEES, AND WORKERS

PROVINCIAL ETHNIC AFFAIRS COMMITTEE:

Total number of civil servant positions allocated in 2025: 29 people; total number of current officials and civil servants: 27 people. Of which:

a) Leadership: consists of a Head of Department and 2 Deputy Heads of Department.

b) Subordinate organizations: 4 departments.

- Office: consists of the Chief of Office, 1 Deputy Chief of Office, 5 civil servants, and 3 contract employees under Decree No. 111/2022/ND-CP.

- Inspectorate: consists of the Chief Inspector, 1 Deputy Chief Inspector, and 3 civil servants.

- Policy Department: consists of a Head of Department, 1 Deputy Head of Department, and 5 civil servants.

- Planning and General Affairs Department: consists of 1 Deputy Head and 4 civil servants.

RELIGIOUS AFFAIRS DEPARTMENT UNDER THE DEPARTMENT OF INTERNAL AFFAIRS:

Total number of civil servant positions allocated in 2025: 17 people; total number of current officials and civil servants: 15 people. Of which:

a) Leadership: Head of Department and 1 Deputy Head of Department(Police officer on secondment).

b) Subordinate organizations: 3 departments.

+ General Administration Department: consists of 1 Deputy Head of Department, 3 civil servants and 1 contract employee under Decree 111/2022/ND-CP.

+ Department of Other Religions and Beliefs: consists of the Head of Department and 4 civil servants.

+ Christian Affairs Department: consists of 1 Deputy Head and 4 civil servants.
