Nghe An: Establishment of Land Registration Office under the Department of Natural Resources and Environment

Accordingly, in order to overcome the limitations and shortcomings, and at the same time achieve a number of goals regarding organizational arrangement, staff streamlining, and improving the effectiveness and efficiency of the Land Use Rights Registration Office, the Standing Committee of Nghe An Provincial Party Committee issued Notice No. 2004-TB/TU, dated December 7, 2019, on the establishment of the Nghe An Provincial Land Registration Office under the Department of Natural Resources and Environment. The merger will be implemented from January 1, 2020.

The Provincial Party Standing Committee assigned the Party Committee of the Provincial People's Committee to lead and direct relevant agencies to establish the Nghe An Provincial Land Registration Office, ensuring compliance with current legal regulations.

In particular, the Department of Natural Resources and Environment is required to preside over and coordinate with relevant agencies and the District People's Committees to advise the Provincial People's Committee to issue a Coordination Regulation between the Land Registration Office, the Branch of the Land Registration Office with the Department of Natural Resources and Environment, the District People's Committees, financial agencies, tax agencies and other relevant agencies and units.

Develop and promulgate the operating regulations of the Nghe An Provincial Land Registration Office to ensure that tasks are performed in accordance with regulations and are convenient for people and businesses. Proactively work with the District People's Committee to re-determine the needs, job positions, and income sources to continue or terminate labor contracts for professional tasks with the current number of self-supporting contract workers, ensuring that no expenditures arise from the State budget.

Develop a job position project and implement a roadmap to streamline the payroll of civil servants and public employees (assigned by the Provincial People's Committee in 2019 to 210 people) by at least 10% not receiving salaries from the State budget compared to 2015./.
