Nghe An: Removing obstacles, speeding up the implementation of key projects and important projects

Comrades: Nguyen Duc Trung - Secretary of the Provincial Party Committee; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.

Attending the meeting were representatives of the Standing Committee of the Provincial People's Council, Vice Chairmen of the Provincial People's Committee, leaders of departments, branches and localities: Vinh City, Hoang Mai Town, Nam Dan, Nghi Loc, Hung Nguyen, Quynh Luu, Dien Chau, Yen Thanh, Quy Chau, Quy Hop, Nghia Dan; and project investors.

13 key projects, important projects

Nghe An province is currently implementing investment procedures and implementing construction of 13 key projects and important projects.

Of which, the coastal road project from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) from Km7 - Km76 has handed over 59.67 km/59.91 km of land, reaching 99.6%; construction has reached 89.6% of the volume. As of May 28, 3,667 billion VND has been disbursed, reaching 91% of the capital plan.

The project to upgrade National Highway 7, section Km0 - Km36, and handle landslides caused by storms and floods in the Khe Thoi - Nam Can section has handed over 54.226 km/55.405 km of land, reaching 97.87%. As of May 28, 916.077 billion VND has been disbursed, reaching 82.9% of the capital plan.

The project to renovate and expand National Highway 46, Vinh - Nam Dan section, has handed over 5.6 km/10.7 km of land, reaching 52.33%. As of May 28, 80,735 billion VND has been disbursed, reaching 16.15% of the capital plan.

The Ban Mong Reservoir Project Phase 1 has basically completed the site clearance of Co Ba Lake, the main dam below elevation +71.86m; is implementing the site clearance of the main dam above elevation +71.86m and the downstream of auxiliary dam 3 above elevation +68.2m. The auxiliary dam 02 and the reservoir channel have been completed. The auxiliary dam 1 and auxiliary dam 3 have basically been completed, with the remaining volume remaining to be closed.

Dredging of Chau Binh canal has reached 96.4% of the volume. Completed acceptance, handover and approval of 7/8 pumping stations, 1 pumping station has been deployed, reaching 95% of the volume. As of May 28, 1,996.730 billion VND has been disbursed, reaching 73.5% of the plan.

The Hanoi - Vientiane expressway project, Vinh - Thanh Thuy section, has a scale of 6 complete lanes; the first phase will be invested in a scale of 4 complete lanes with a total investment of about 21,846 billion VND.

This is a project of national importance, the authority to decide on investment policy is the National Assembly. Currently, Nghe An province is waiting for the document to assign the management agency/competent agency to implement the work of submitting for approval of the project investment policy.

The Vinh International Airport Upgrade Investment Project, including the Project to expand and renovate the aircraft parking lot to ensure the exploitation of 9 parking positions for code C aircraft; the Project to renovate the existing T1 passenger terminal and the Project to renovate the existing runway, invested by the Airports Corporation of Vietnam (ACV).

To date, the project to expand and renovate the aircraft parking lot has started on May 9, 2025. The project to renovate the existing T1 passenger terminal is currently selecting a contractor. The project to renovate the existing runway will be closed for construction to start on July 1, 2025, and is expected to be completed before December 30, 2025.

The Cua Lo deep-water port construction investment project includes: Cua Lo deep-water port construction and business investment project and the bridge project connecting National Highway 7C with Cua Lo deep-water port.

On January 16, 2025, the Prime Minister issued a decision approving the Detailed Planning of seaports, ports, wharves, buoys, water areas, and water regions for the 2021-2030 period, with a vision to 2050. The Vietnam Maritime Administration and Waterways has drafted a Submission to the Ministry of Construction on the detailed planning for the development of land and water areas of Nghe An seaports for the 2021-2030 period, with a vision to 2050.

Quynh Lap LNG Thermal Power Plant Project has a capacity of 1,500MW with a scale including: Gas power plant; Port for ships of about 100,000 - 150,000 DWT; LNG gas storage and regasification system; Imported fuel demand for LNG gas is about 1.15 million tons/year.

The project has been appraised by provincial departments, central ministries and branches. Based on the opinions received and explained, the Department of Finance will complete the appraisal report, explain and accept the opinions of the agencies to submit to the Provincial People's Committee for approval of the project investment policy.

VSIP Nghe An Industrial Park, Urban Area and Service Project (VSIP 1) in Hung Nguyen District and Vinh City with a scale of 750 hectares, has cleared 684.2 hectares of land. The industrial park has completed 96% of phase 1 infrastructure, 91% of phase 2 infrastructure.

The urban and service area has completed 59% of the urban area infrastructure in phase 1 with 82.2 hectares; is implementing the leveling of phase 2 with 98.46 hectares and phase 3 with 55.02 hectares. In phase 1 of the urban area, VSIP has completed the procedures for the VSIP Nghe An - Casa Flora residential area component project with a scale of 22 hectares, and is currently completing the procedures for opening for sale.

The Tho Loc Industrial Park Phase 1 Project (VSIP 2) has a scale of 500 hectares in Dien Chau district, and has completed site clearance of 494.05 hectares. The investor has leveled the ground of about 70 hectares.

Hoang Mai II Industrial Park project has a scale of 334.79 hectares, up to now, there has been a decision to reclaim land for 45.63 hectares; the area has had a decision to lease land for 20.15 hectares; the measurement work has been approved for 312.4 hectares.

WHA Industrial Zone 1 - Nghe An project has a scale of 498ha with 2 phases. Up to now, the site clearance of 497.64ha has been completed, reaching 99.9%; land allocation and lease of 495.76ha has been achieved, reaching 95.54%.

To date, WHA Industrial Zone - Nghe An has 37 licensed investment projects with a total registered investment capital of VND 30,886.63 billion, including 32 FDI projects with a total investment capital of USD 1,289.33 million; 19 projects have come into operation, creating jobs for about 8,000 workers.

The Cultural - Historical Tourism Area Project of the "Special National Monument of President Ho Chi Minh Memorial Area" in Kim Lien Commune, Nam Dan District has a project scale of 43.56 hectares, with a total registered investment capital of VND 1,624,977 billion.

To date, site clearance has been completed and a decision has been made to allocate/lease land for 100% of the project area. The Provincial Land Valuation Council is currently determining the specific land price of the project. The project started on November 28, 2023, and the investor is carrying out mine clearance and preparing for technical infrastructure construction.

At the meeting, leaders of departments, branches and localities reported specific implementation results, focusing on clarifying difficulties and problems in the process of implementing projects.

Accordingly, the main problems in current projects are procedures and site clearance. Site clearance mainly involves compensation prices, land prices, resettlement conditions, propaganda, mobilizing people, determining land origin, determining crop density, etc.

In addition, the fact that the technical infrastructure works within the project have not been relocated also affects the progress; the amount of work required to clear the site at the Ban Mong Reservoir project is very large, difficult to complete in 2025; Vinh City People's Committee has not completed the construction of the Cemetery at VSIP 1 Technical Infrastructure Area.

Project management boards and investors recommended that Nghe An province direct localities to speed up site clearance; complete land handover procedures; direct units with technical infrastructure works within the project scope to relocate early to hand over the site to the construction unit; give instructions on specific cases...

The Vice Chairmen of the Provincial People's Committee gave their opinions on the contents of compensation and site clearance work and requested departments, branches and localities to actively coordinate, focus highly, speed up progress; approve compensation plans for households without problems; in cases where conditions are met, organize construction protection to promptly hand over the site to the construction unit.

Effective coordination, resolving problems thoroughly

Speaking at the meeting, Secretary of the Provincial Party Committee Nguyen Duc Trung emphasized that key projects and works play an extremely important role and are meaningful to the development of the province. The Standing Committee of the Provincial Party Committee paid great attention and organized meetings to listen to the progress of implementation and draw conclusions for implementation.

Stating the context and requirements for implementing the projects, the Provincial Party Secretary said that the implementation is taking place in a context of high pressure, high work requirements, and many new and difficult issues such as the revolution to streamline the organizational apparatus, reorganize commune-level administrative units, and build a 2-level local government model with the spirit of "running and queuing at the same time".

The province is also focusing on preparing to organize Party Congresses at all levels, towards the 20th Provincial Party Congress and the 14th National Party Congress. The province is also focusing on completing the highest level of goals and targets for the 2020-2025 term, especially the 2025 growth target of 10.5% with many challenges.

Therefore, Provincial Party Secretary Nguyen Duc Trung affirmed that accelerating the progress of key projects will contribute to solving problems, especially promoting the province's socio-economic development.

Acknowledging and appreciating the Provincial People's Committee for its leadership, direction, and drastic implementation; the determination of sectors and localities, the Provincial Party Secretary said that the results of project implementation were still limited, including two main problems: procedures and site clearance.

In particular, in the field of site clearance, although attention has been paid, the implementation method still has some issues that are not groundbreaking and not flexible. The coordination between sectors and localities is sometimes ineffective, many contents are not unified, and solutions are needed.

Emphasizing the key tasks in the coming time, Provincial Party Secretary Nguyen Duc Trung said that the most important issue is that sectors and localities must determine a coordination mechanism to effectively resolve difficulties and problems of projects in order to speed up implementation progress.

For issues that are not yet covered by regulations, or have different regulations, the sectors and localities will sit together to find appropriate solutions to resolve them, both ensuring the legitimate interests of the people and resolving the work in accordance with legal regulations.

Regarding the 5 projects that are stuck in procedures and have not yet started construction, Provincial Party Secretary Nguyen Duc Trung said that for issues beyond the province's authority, they should coordinate to seek opinions, and for issues within their authority, they should focus on proactively resolving them and implementing initial tasks.

For the 8 ongoing projects, Provincial Party Secretary Nguyen Duc Trung requested the Provincial People's Committee to direct sectors and localities to focus on resolving difficulties and strive to complete site clearance in June 2025 to speed up implementation progress. Regarding the 4 Industrial Park projects, Provincial Party Secretary Nguyen Duc Trung requested sectors and localities to focus on proactively removing difficulties for investors.

In particular, sectors and localities must pay attention to maintaining a stable and open investment environment to create favorable conditions and not create difficulties for businesses and investors in the province.

Concluding the meeting, Chairman of the Provincial People's Committee Le Hong Vinh requested the sectors and localities to seriously implement the direction of the Provincial Party Secretary at the meeting and notify Conclusion No. 1789 dated April 23, 2025 of the Provincial Party Committee and Official Dispatch No. 1274 dated May 16, 2025 of the Provincial People's Committee to further accelerate investment procedures, site clearance, concentrate human and material resources, remove obstacles so that key projects can be completed soon, put into operation, contributing to promoting socio-economic development.

For the Coastal Road Project from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) section from Km7 - Km76, the Chairman of the Provincial People's Committee assigned Hoang Mai town to coordinate with relevant sectors to organize construction protection and open the route in June 2025. For the National Highway 7 upgrading project from Km0 - Km36, Yen Thanh and Dien Chau districts completed the documents to ensure conditions for construction protection.

Regarding the project to renovate and expand National Highway 46, Vinh - Nam Dan section, we request that the sectors respond to the contents of supporting auxiliary works for Nam Dan district.

For the Ban Mong Reservoir Project Phase 1, the districts urgently counted, measured, and publicized compensation prices for the people.

For the Hanoi - Vientiane Expressway Project, Vinh - Thanh Thuy section, sectors and localities organized stake placement, route orientation, and determined the scope of influence to have a plan for compensation and site clearance.

Regarding 8 non-budget investment projects, Chairman of the Provincial People's Committee Le Hong Vinh requested the relevant sectors to coordinate to soon hand over national defense land to the locality to implement the investment project to upgrade Vinh International Airport.

The Department of Construction and the Southeast Economic Zone Management Board continue to closely follow and work with the Vietnam Maritime and Waterways Administration to speed up the approval of the detailed planning for the development of land and seaport areas of Nghe An in the 2021-2030 period, with a vision to 2050, to implement the Cua Lo deep-water port construction investment project.

For the Quynh Lap LNG Thermal Power Plant Project, the Chairman of the Provincial People's Committee assigned the Department of Finance to preside over and coordinate with relevant sectors to complete the appraisal of the decision to approve the project's investment policy.

For the projects: VSIP Nghe An Industrial Park, Urban Area and Services (VSIP 1); Tho Loc Industrial Park Phase 1 (VSIP 2); Hoang Mai II Industrial Park; WHA Industrial Zone 1 - Nghe An, Chairman of the Provincial People's Committee Le Hong Vinh requested that sectors and localities seriously implement the conclusions of the Chairman and Vice Chairman of the Provincial People's Committee.

Emphasizing that there is not much time left until the implementation of the policy of abolishing the district level, Chairman of the Provincial People's Committee Le Hong Vinh requested localities to develop detailed plans to mobilize and arrange appropriate forces to participate in compensation and site clearance for key projects close to reality.

At the same time, the sectors must prepare and anticipate difficulties when implementing the two-level local government model to determine the functions and tasks of the commune level in performing the tasks. In particular, the sectors need to be more serious and responsible in removing difficulties and obstacles in compensation and site clearance.
