Nghe An institutionalizes the Party's policies and guidelines on preventing and combating corruption and negativity.
(Baonghean.vn) - The People's Committee of Nghe An province has just issued a document on institutionalizing the Party's guidelines and policies on preventing and combating corruption and negativity into State laws.

Accordingly, implementing Official Dispatch No. 2595-CV/TU dated April 4, 2024 of the Provincial Party Standing Committee on implementing Notice No. 209-TB/BNCTW of the Central Internal Affairs Commission on the results of the inspection of the institutionalization of the Party's guidelines and policies on corruption prevention and control into State laws, the People's Committee of Nghe An province requests:
1. Provincial departments, branches, sectors, People's Committees of districts, cities and towns:
- Seriously and effectively implement the direction of the Provincial Party Standing Committee in Official Dispatch No. 2595-CV/TU dated April 4, 2024 on implementing Notice No. 209-TB/BNCTW of the Central Internal Affairs Committee. Develop documents, plans and effectively and promptly overcome the limitations discovered through self-inspection of agencies, units and in Report No. 381-BC/TU dated November 23, 2023 of the Provincial Party Standing Committee.
- Regularly review and identify the Party's guidelines and policies on preventing and combating corruption and negativity that need to be institutionalized and concretized into legal documents under one's authority and responsibility or propose to competent authorities to adjust, supplement, and perfect in order to limit shortcomings, loopholes, conflicts, and overlaps (especially in the fields of land management, resources, minerals, bidding, etc.).
- Strengthen the work of inspection, supervision and urging the implementation of the Party's guidelines and policies and the State's laws, especially the institutionalization into laws to contribute to improving the effectiveness of anti-corruption and anti-corruption work. Periodically review, summarize and evaluate the implementation to promptly detect and correct loopholes and shortcomings in the institutionalization of the Party's guidelines and policies on anti-corruption and anti-corruption (especially in the fields of land management, resources, minerals, bidding, asset auction, judicial appraisal, asset valuation in criminal proceedings, recovery of lost assets, misappropriation in economic and corruption cases...).
- Enhance their roles and responsibilities, clearly define the tasks, powers and responsibilities of the subjects in the process of developing and promulgating legal documents; strengthen and clearly define the responsibilities of the leaders in the work of developing legal documents and in checking and evaluating the implementation results.
- Innovate the organizational structure, invest resources in the work of building and organizing law enforcement; have a mechanism to attract talented people, scientists, and good experts to participate in building institutions, policies, and laws. Pay attention to training and fostering a team of cadres participating in building legal documents with capacity, mastering the Party's policies and guidelines, legal policies, having in-depth professional knowledge and document drafting skills, knowing how to apply the Party's policies and guidelines in building and concretizing them into legal documents.
- Strengthen and improve the effectiveness of coordination between agencies in the process of drafting, revising and submitting projects and draft documents, especially in the stages of collecting comments, appraisal and examination to speed up the progress and improve the quality of document drafting. Seek opinions from relevant ministries and branches in the work of drafting and perfecting laws and implementing, overcoming loopholes and inadequacies in mechanisms, policies and laws in areas prone to corruption and negativity.
2. Department of Justice:
- Provide comments and review legal documents to ensure the constitutionality, legality and consistency of the current legal system, and to prevent the incorporation of group and local interests in the development and promulgation of legal documents. Conduct inspections of legal documents after promulgation to detect errors and illegal regulations that affect the work of preventing and combating corruption and negativity, thereby advising competent authorities to handle them in accordance with the provisions of law.
- Coordinate with relevant departments, branches and sectors to review legal documents to promptly recommend competent authorities to propose amendments and supplements to documents with contents that are not in accordance with legal provisions, focusing on areas prone to corruption and negativity such as: personnel organization; financial management, budget, public assets, management of state capital invested in enterprises, investment, construction, bidding, auction; land, resources, minerals; credit, banking; tax, customs and other areas directly related to people and businesses...
- Strengthen training and fostering for cadres and civil servants working on drafting legal documents in the province to have in-depth professional knowledge and drafting skills, and know how to apply the Party's policies and guidelines in drafting and concretizing them into legal regulations.
- Regularly monitor, guide, inspect and supervise the implementation of the Law on Auction and its guiding documents, especially newly amended and supplemented contents, to promptly remove difficulties, obstacles and shortcomings that arise, and prevent and stop corruption and negativity.
3. Department of Construction:Take the lead in coordinating with the Department of Natural Resources and Environment to assess the current situation, and at the same time review and overcome loopholes in legal regulations related to the transfer of villas and townhouses in tourist areas and commercial services, avoiding the form of capital contribution or business cooperation, causing losses to the state budget.
4. Department of Natural Resources and Environment:Preside over monitoring, guiding, inspecting and supervising the implementation of the Land Law and guiding documents, especially newly amended and supplemented contents to promptly remove difficulties, obstacles and shortcomings, prevent and stop corruption and negativity.
5. Department of Planning and Investment:
- Improve the effectiveness and efficiency of state management of bidding work according to the functions, tasks and authority of the industry; regularly inspect, supervise, examine and strictly handle violations in bidding; regularly monitor, guide, inspect and supervise the implementation of the Law on Bidding and its guiding documents, especially newly amended and supplemented contents to promptly remove difficulties, obstacles and shortcomings arising, prevent and stop corruption and negativity.
- Advise on organizing training courses on knowledge and professional skills on bidding for cadres, civil servants and public employees working in bidding. Summarize, evaluate and report on the implementation of annual bidding activities in the province according to regulations.
6. Department of Finance:
- Advise on budget allocation for provincial budget tasks, ensure regimes and policies for those working in law-making, monitor the implementation of laws, civil judgment enforcement, and judicial appraisal. Strengthen supervision to promptly detect and advise within authority to rectify loopholes and shortcomings in institutionalizing the Party's policies and guidelines on anti-corruption and negativity into laws, especially in the fields of public asset management, financial management of land, asset auctions, judicial appraisal in the financial field, and asset valuation in criminal proceedings.
- Regularly monitor, guide, inspect and supervise the implementation of the Law on Bidding, the Law on Land and documents guiding their implementation according to authority, especially newly amended and supplemented contents to promptly remove difficulties, obstacles and shortcomings arising, prevent and stop corruption and negativity.
7. Provincial Inspectorate:Preside over monitoring, urging and inspecting the implementation; synthesize and report the results to the Provincial People's Committee to report to the Provincial Party Committee's Internal Affairs Committee, the Provincial Party Committee's Standing Committee, and the Provincial Steering Committee on corruption and negativity prevention and control according to regulations.
8.Propose the Provincial Vietnam Fatherland Front Committee and provincial-level socio-political organizationsStrengthen supervision and inspection of the institutionalization of the Party's policies and guidelines on preventing and combating corruption and negativity into legal documents to promptly detect and correct loopholes and inadequacies, especially in the fields of land management and use; bidding; property auctions; judicial appraisal and valuation of assets in criminal proceedings; and recovery of lost or misappropriated assets in economic and corruption criminal cases.
9. Request provincial departments, branches and sectors; People's Committees of districts, cities and townsImplement seriously; report suddenly when requested and periodically report on progress and implementation results to the Provincial Inspectorate for synthesis and report to the Provincial People's Committee on the 15th of each month.
