Speaking at the meeting, comrade Thai Thanh Quy - Alternate member of the Party Central Committee, member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission said that after consulting, the district level agreed to pilot the head of the mass mobilization commission who is also the chairman of the Vietnam Fatherland Front Committee.

Based on actual survey, analysis and assessment of the situation, receiving comments from localities, implementation roadmap in 3 years (2018, 2019, 2020).

Specifically: In 2018, implemented in 4 units: Yen Thanh, Do Luong, Hung Nguyen and Quy Hop, of which 3 units Yen Thanh, Do Luong, Hung Nguyen have implemented.

In 2019, at the time of the Vietnam Fatherland Front Congress for the 2019 - 2024 term, it was held in 9 units: Dien Chau, Que Phong, Tuong Duong, Con Cuong, Vinh City, Quy Chau, Nghi Loc, Tan Ky, Anh Son.

In 2020, deployed in the remaining 8 units: Thai Hoa, Thanh Chuong, Ky Son, Quynh Luu, Hoang Mai, Cua Lo, Nam Dan, Nghia Dan.

Regarding the policy mechanism, the responsibility allowances and public service allowances at the end of the term for the Chairman of the Vietnam Fatherland Front Committee and the end of the appointment period for the head of the district-level mass mobilization committee will be retained if those comrades are transferred to other jobs with lower responsibility allowances; at the same time, work will be arranged in accordance with the capacity and strengths of the cadres after the arrangement.

At the provincial level, the leader of the Provincial Party Committee's Mass Mobilization Commission said that based on the large area and the large nature of the work required; in addition, Conclusion 34 of the Politburo clearly stated: The Central Committee for Mass Mobilization should coordinate with the Central Organizing Committee and the Party Delegation of the Vietnam Fatherland Front Committee to discuss and reach an agreement with the provinces to select the province to direct the implementation, so it is recommended that the Standing Committee of the Provincial Party Committee consider this.

Referring to this content, Chairman of the Provincial Fatherland Front Committee Nguyen Van Huy expressed his agreement to implement the pilot policy of the head of the mass mobilization committee concurrently being the chairman of the Fatherland Front Committee.

In particular, for the district level, the Chairman of the Provincial Fatherland Front Committee proposed to select a number of units responsible to the Provincial Party Standing Committee for evaluation and summary, and replication in 2019 and 2020.

After listening to opinions, on behalf of the Provincial Party Committee Standing Committee, Provincial Party Secretary Nguyen Dac Vinh agreed to focus on piloting the head of the mass mobilization committee concurrently being the chairman of the Vietnam Fatherland Front Committee at the district level; and at the provincial level, the plan will be included in the plan and reported to the Central Committee for consideration.

Also this afternoon, the Provincial Party Standing Committee discussed the Plan to implement Resolution 7 of the Central Committee (term XII) on personnel organization; listened to the assessment of 2 years of implementing Project 01 - DA/TU dated August 10, 2016 of the Provincial Party Executive Committee on building Party cells, developing Party members in blocks, hamlets, and villages without Party cells, without Party members, and blocks, hamlets, and villages at risk of no longer having Party cells in the period 2016 - 2020.
