According to the Department of Education and Training, at the beginning of this school year, the whole province is still short of nearly 4,200 teachers. Of these, there is a shortage of 2,431 primary school teachers and 1,756 preschool teachers.

At the primary level, localities lack many teachers, concentrated in units such as Vinh city, Dien Chau, Quynh Luu, Yen Thanh,... each locality lacks more than 200 teachers.

This situation also occurs in mountainous districts such as Tuong Duong, Con Cuong, Quy Hop, and Nghia Dan, even though the province's policy is to provide enough teachers to organize two sessions per day.

At the preschool level, according to current industry regulations, the arrangement of teachers must be sufficient for nursery and kindergarten levels. However, this ratio is currently very lacking in Nghe An.

Specifically, in kindergarten, the regulation is 2.6 teachers/class but Nghe An can only meet 2 teachers/class. For children 3-4 years old, the regulation is 2 teachers/class but this ratio only meets 1.6 teachers/class. Currently, localities only prioritize 2 teachers/class for children 5 years old to properly implement the universalization program.

Not only is there a shortage of teachers, Nghe An is also facing a local shortage of teachers in subjects such as English, Information Technology, Fine Arts, and Music. For example, in Thanh Chuong district, the entire district is lacking 30 English teachers, making it difficult to organize English teaching according to the 10-year program and many schools have not been able to implement it.

In particular, there are 3 schools that do not have English teachers, forcing students not to learn English or having to send secondary school English teachers to teach part-time. In Ky Son district, there are currently only 7 primary schools that have English teachers and organize English teaching for students...

Due to the lack of teachers, this year, districts continue to have to send secondary school teachers to teach primary schools, such as Yen Thanh district, which has to send 100 teachers. However, the arrangement of English teachers is mainly only ensuring an average of 1 teacher/school. For the 6 schools that do not have English teachers, the district is developing a plan to contract guest teachers to organize teaching for students.

This is also a difficulty for schools in organizing 2 sessions/day. Especially, with the characteristics of mountainous districts such as Quy Hop, Con Cuong, Ky Son, the province does not have a policy of collecting 2 sessions/day, making it difficult for schools to implement, especially in contracting additional guest teachers because there is no budget to pay./.
