*SOn December 5, in Nghe An, the Party Executive Committee of Military Region 4 (term XI), term 2020 - 2025held the 3rd Conferenceto evaluate the results of leadership and direction in implementing military and defense tasks and Party building work in 2020; discuss and contribute ideas to the draft Resolution on leadership in implementing tasks in 2021.
Chaired by Lieutenant General Tran Vo Dung - Party Secretary, Political Commissar of Military Region 4, the conference was attended by leaders of 6 North Central provinces, including Thanh Hoa, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue and Nghe An.
The assessment at the Conference showed that in 2020, despite many difficulties, the Party Committee, the Military Region 4 Command and Party committees and commanders at all levels closely coordinated with local Party committees and authorities to unite and lead the successful completion of military, national defense and Party building tasks.
Many tasks were completed well and excellently, especially the coordination between the Party Committee Standing Committee, the Military Region Command with the Party Committees, authorities of 6 provinces and forces to ensure good political security and safety in the area; participate in preventing and fighting the Covid-19 epidemic; overcome the consequences of natural disasters, storms and floods; rescue; and resolve policies for officers and soldiers who died while on duty.
Leading and directing Party congresses at all levels and the 11th Military Region 4 Party Congress to great success, truly exemplary; the situation of the Military Region's armed forces and agencies and units is stable, with more comprehensive development.
The conference aims to discuss and contribute ideas to the Resolution on leadership in implementing the 2021 tasks of the Party Committee of Military Region 4.
At the Conference, leaders of 6 provinces in Military Region 4 gave general speeches and assessed the local socio-economic situation; analyzed and clarified the difficulties caused by the impact of the Covid-19 pandemic, natural disasters, storms and floods on the implementation of military and defense tasks in the locality and proposed leadership and direction solutions in the coming time to contribute to the draft.

*BThe Command of Disaster Prevention and Search and Rescue of Nghe An province has just issued Official Dispatch No. 19 onproactively respond to severe cold, cold.
To proactively respond to severe cold, the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue recommends the following contents:
Strictly implement Official Dispatch No. 38/CD-TW dated December 5, 2020 of the Central Steering Committee for Natural Disaster Prevention and Control - National Committee for Incident Response, Natural Disasters and Search and Rescue.
Chairman of People's Committee, Head of Steering Committee for Natural Disaster Prevention and Search and Rescue of districts, cities and towns:
- Regularly update weather conditions, developments of cold air, severe cold, and severe cold; increase the time of broadcasting information on the grassroots information and communication system so that authorities at all levels and people, especially in highland areas, know and proactively prevent;
- Focus on directing the implementation of measures to ensure safety for people, especially the elderly, children, and students, such as limiting exposure to cold weather, wearing enough warm clothes, not using coal stoves to warm up in closed rooms; for livestock, crops, and aquatic products to minimize production losses, focusing on large livestock herds and concentrated livestock farms in particularly difficult areas, remote areas.
- Direct specialized Departments and Offices to inspect and urge the work of preventing and combating cold for people, livestock and crops, and guide the application of technical measures combined with traditional experiences of local people;
- Proactively arrange local budgets, disaster prevention and control funds and on-site resources to promptly serve prevention and control work; deploy shock forces at the grassroots level, support materials and funds to help people, especially policy families, ethnic minority households, and poor households, implement measures to ensure safety and minimize damage such as: reinforcing and covering barns; moving and gathering large herds of free-range livestock to places to avoid the cold; preparing and storing food and vaccines to prevent diseases, etc.

*TOn December 4 and 5, in Nghi Quang commune (Nghi Loc), the Coast Guard Command organizedlegal propagandaand give gifts to local people.
The program took place with the following activities: Propagating religious beliefs and laws, drug prevention; distributing leaflets, giving national flags, distributing medicine to fishermen; visiting and congratulating Vinh Diocese and My Loc parish, conducting concentrated propaganda; giving gifts to hamlets and communes.
In particular, the Coast Guard Command and departments, branches and units in the province and Nghi Loc district presented 70 gifts to policy families and parishioners in difficult circumstances; planted trees along the road; provided medical examinations, health consultations, and free medicine, etc.

Studying in garages seriously affects the quality of teaching and learning in schools and also affects the health of teachers and students.
According to Nghe An Newspaper, Long Loc Secondary School (Nghia Dan) is a school that was merged from Nghia Long Secondary School and Nghia Loc Secondary School. Although it has been merged for 8 years, the school still maintains 2 campuses. Of which, the second campus in Nghia Loc commune has seriously degraded. To ensure the safety of students, the entire row of classrooms has been divided into boundaries and posted a sign "Dangerous area, no access". Due to the lack of classrooms for students, the school had to convert the functional classrooms into classrooms for students. Due to the lack of classrooms, the parents and the school had to convert the row of houses that used to be bicycle garages into temporary classrooms.
For nearly 3 months studying in temporary classrooms, more than 150 students have had to endure many difficulties and harsh weather conditions. This season, because there is no shelter, rain and wind blow into every classroom. Meanwhile, organizing teaching is also extremely difficult because the classrooms are almost connected; the teacher's lecture will echo to the neighboring classrooms.

*SOn December 5, Vinh City People's Committee organized a meeting with cooperatives in the city todialogue on the status of operationsproduction and business, removing difficulties and obstacles for cooperatives and connecting supply and demand, linking product consumption between cooperatives and supermarkets in the area.
According to the report of Vinh City People's Committee, by August 2020, the city had 87 cooperatives, 39 newly established cooperatives, an increase of 81% compared to 2014; 2 cooperatives were dissolved. Of which, there were 50 non-agricultural cooperatives, 35 agricultural cooperatives and 02 credit funds, with nearly 19,467 members. Total operating capital and asset value of cooperatives was 62,186 billion VND.
Currently, 35 cooperatives (accounting for 37.9%) operate effectively; 39 cooperatives operate averagely (accounting for 44.8%); 12 weak cooperatives (accounting for 13.7%); 3 newly established cooperatives that have not been evaluated account for 3.4%.
At the meeting, cooperatives and departments also exchanged, discussed and found solutions to remove difficulties for cooperative economy, promote consumption of cooperative products and craft villages. Based on the comments, Mr. Tran Quang Lam - Vice Chairman of Vinh City People's Committee committed to acknowledge, accept and at the same time direct the city's specialized departments and branches to consider responding and resolving the recommendations of cooperatives.

The garbage is mostly trunks and branches of trees swept away by floods from upstream. Due to the large amount of garbage, it has caused traffic congestion on waterways, and the process of garbage decomposition has a negative impact on the environment, especially in villages along the lake in Ky Son and Tuong Duong districts... Therefore, Ban Ve Hydropower Company determined that collecting garbage and cleaning the lake is a necessary task that must be carried out.
To clean up the huge amount of garbage on the Nam Non River, according to Ban Ve Hydropower Company, it took several bidding rounds to select a capable unit, Nghe An Urban Environment and Urban Works Joint Stock Company; with a budget of approximately 2 billion VND. This unit started collecting garbage from November 20, 2020, requiring completion by the end of December 2020...
